  • 38 Practitioners Illegally Detained After Appeal in Langfang City, Hebei Province

    Thirty-eight Falun Gong practitioners from Dachang County, Langfang City, Hebei Province, were illegally detained after appealing for the release of fellow practitioners. Mr. Li Dejun and Ms. Liu Shuying's two daughters ages 12 and 15 are detained in the Dachang County Detention Center. To protest this illegal persecution, several practitioners began a hunger strike February 5, 2006.

    The Dachang County Committee of the Chinese Communist Party (CCP) held an urgent meeting and decided to further increase secret surveillance of all local Falun Gong practitioners, to prevent further appeals. The Committee declared it would punish the 38 practitioners already held in detention.

    On February 5, 2006, Ms. Liu Shuying, Mr. Gao Tiansong, and Mr. Li Changhong were among a group of 50 people from Dachang County, Hebei Province, detained by the Xianghe County Police. These practitioners appealed for the release of Mr. Wang Shaoqiu from Langfang City and Mr. Li Dejun, Ms. Liu Shuying's husband. They were detained before the Chinese New Year by Xianghe County Police.

    38 practitioners were arrested and transferred to the Dachang County Detention Center and their homes were searched without a warrant.

    In the detention center, practitioners were brutally assaulted to the extent that some nearly had their teeth knocked out. One practitioner was stripped of his winter clothing, tied to a wall, and forced to endure the harsh winter night with all the windows open. Mr. Li Dejun and Ms. Liu Shuying's two adolescent daughters are still detained in Dachang County Detention Center.

    Mr. Li Dejun, aged 44, of Ximazhuang Village, Dachang Township, and his wife, Ms. Liu Shuying, previously ran a small business to support their two young daughters and a 70-year-old mother. Since July 20, 1999, the couple have experienced illegal detention and forced labor many times. Their home was illegally ransacked and their life earnings confiscated by the police. Their two young daughters are forced to find work just to maintain a living. Witnessing this unjust persecution of her family members over the years, Mr. Li Dejun's mother is both physically and mentally devastated.

    Wanglangfang Region, Dachang, and Xianghe County practitioners have been clarifying the truth to the authorities. The hope is that people from Mainland China and overseas will give this matter their close attention so that this unjust persecution may be stopped as soon as possible.

    United Nations Refugee Ms. Zhang Xinyi Illegally Imprisoned in Hunan Provincial Women's Prison

    Ms. Zhang Xinyi is a Falun Gong practitioner and United Nations refugee. On April 28, 2005, she was arrested by Tianxin District Police Department in Changsha City and by the Xinkaipu Police Station. At the same time, her family home was ransacked and personal property was confiscated. In August, soon after a secret trial and without her family members being informed, Ms. Zhang was sentenced to a three-year term of imprisonment by the Tianxin District Court in Changsha City (the presiding judge was Chen Xinzheng). Ms. Zhang refused to accept the decision and lodged an appeal. However, in December 2005, Ms. Zhang's appeal was rejected by the Changsha Intermediate Court (the presiding judge was Yang Saiyu). On January 12, 2006, Ms. Zhang was imprisoned in the Hunan Provincial Women's Prison. Ms. Zhang is now illegally imprisoned in the prison orientation team.

    The Hunan Provincial Women's Prison is one of the central locations to imprison and persecute women Falun Gong practitioners in Hunan Province. About 100 practitioners are illegally imprisoned there. After July 20, 1999 (when the persecution started), under the lead of deputy prison director Zhao Lan, the prison tightly followed the Chinese Communist Party to persecute the imprisoned Falun Gong practitioners. They carried out brainwashing including mental and physical torture, with the goal of destroying the practitioners' spirits. Falun Gong practitioner Ms. Jia Cuiying from Jishou, Hunan Province, developed lung cancer as a result of the relentless pressure and torture. She was released on bail for medical treatment and died only four months later. In addition, many practitioners were persecuted until they developed mental disorders. Generally, when Falun Gong practitioners first enter the prison, the guards begin by using all kinds of hypocritical methods to approach the practitioners, and try to use the practitioners' human weaknesses to wait for an opportunity to brainwash and reach the goal of "transforming" them. Falun Gong practitioners who resist this method are then tortured.

    At present, there is much cause for concern about Ms. Zhang Xinyi's situation. Because she practiced Falun Gong, persisted in her belief, and clarified the truth to people, Zhang Xinyi was persecuted by the Chinese Communist Party more than once.

    In August 2002, Ms. Zhang and her husband, Li Guojun, were teaching at the Jinbian Chinese School in Cambodia. They were illegally arrested by the Cambodia Immigration Office. Later, they were deported to China. Cambodian government personnel told the couple clearly that they were told to do this by the Chinese Embassy.

    At that time, Ms. Zhang and her husband had already applied for asylum to the UNHCR (Headquarters of the Office of the United Nations High Commissioner for Refugees) and the application was accepted, so they were officially refugees protected by international law. Because of this, their case received a lot of media attention. On August 23, 2002, the Xingzhou Daily reported this event in an article entitled, "UNHCR criticizes the government for not protecting two Falun Gong practitioners" (see illustration).

    Police imprisoned Ms. Zhang and her husband for one month when they were deported to China. Only after international rescue efforts, were they released.

    Ms. Zhang was most recently arrested on the afternoon of April 28, 2005. Her family members returned home and saw that the house was in disorder. The computer, printer and Falun Gong books were gone, and Ms. Zhang had been taken away. From that day to the time that Ms. Zhang was illegally sentenced and sent to Hunan Provincial Women's Prison, about eight to nine months had passed. Ms. Zhang's husband, Mr. Li Guojun, has not been allowed to see her even once. Every time Mr. Li went to the prison to visit his wife, the authorities lied and said, "Zhang Xinyi does not want to meet with you." In addition, they frequently withheld letters from family members. Ms. Zhang went on a hunger strike for 40 days to protest. Officials handcuffed Ms. Zhang to a window shutter to force-feed her.

    In August 2005, the Tianxin District Court, fearful of letting other people know about the trial, secretly held a trial to hear Ms. Zhang's case, and didn't even notify her family. Her husband Li Guojun asked the presiding judge, Chen Xinzheng, about the case. The judge shirked responsibility and even tried to blame Mr. Li, saying such things as, "You did not show up." Ms. Zhang was thus "illegally sentenced" and imprisoned for made-up crimes. Mr. Li and their son Li Yanwen (a high-school senior) are both currently under tremendous pressure.

    The fact that United Nations refugee Ms. Zhang is being persecuted again reveals the Chinese Communist Party's true nature. It blatantly ignores international law and international human rights treaties.

    Practitioner Ma Chunli from Dehui City, Jilin Province Near Death from Torture, Officials Refuse to Release Her

     Falun Gong practitioner Ma Chunli from Dehui City in Jilin Province was illegally arrested and persecuted. Agents came from the Dehui City 610 Office and the National Security Group and sentenced her to six years in prison. Her physical condition deteriorated badly due to long-term persecution. Because of her poor health, the prison declined to accept her. Then she was transferred for treatment to the hospital affiliated with the province police department. The hospital refused to accept her, considering her health beyond cure. But the persecutors continued to keep her in the Dehui City Detention Center despite her health condition. Fourteen months have passed since her arrest. The following is her story:

    Ms. Ma Chunli, thirty-five years old, worked for the Dehui City Water Conservancy Department. Prior to practicing Falun Gong, she suffered from breast cancer. All attempts to cure the cancer had been futile. She started to learn Falun Gong in 1997 and recovered quickly. To allow more people to benefit from Falun Gong, Ms. Ma Chunli had been validating the healing power of Falun Gong to others through her own experience.

    Since July 20, 1999, when the Chinese Communist Party (CCP), under the direction of Jiang Zemin's political regime, flagrantly launched the persecution of Falun Gong, Ms. Ma Chunli was arrested five times. Incarceration, gross abuse and mistreatment brought her near death a few times. On December 14, 2004, policeman Ge Xuquan and others from the National Security Group at the Dehui City Police Department arrested Ma Chunli again while she was walking along a road. Later they tortured her to make a confession. After that, they sent her to the Dehui City Detention Center and continued to persecute, mistreat and abuse her.

    Ms. Ma Chunli started a hunger strike to protest their actions. The detention center villains subjected her to all kinds of violent methods: a torture called the "Stretching Bed," (1) handcuffed and hung up, tied up with ropes, beatings, violently force-feeding in which the perpetrators pried her teeth open with a tool and all kinds of other evil tactics they could dream up. Ms. Ma Chunli has been on hunger strike for one year and two months. She was at death's door several times. Each time, the officials sent her to the Dehui City Hospital for emergency treatment. Ms. Ma Chunli has been tortured to the point of looking like a skeleton and she weighs only fifty Jin (55 lbs). She could die at any time.

    Ms. Ma's husband Sun Qian was sentenced to twelve years in prison for practicing Falun Gong. Their seven-year-old child was left home alone. The child had to eventually be placed in foster care. In spite of this, personnel from the Dehui City Police department, together with those from the City Procuratorate and the City Court framed Ms. Ma and fabricated charges to sentence her to six years in prison. Because Ms. Ma was in critical condition, the prison refused to accept her. The hospital affiliated with the police department considered her physical condition incurable and also refused to accept her. Nevertheless, the vicious CCP officials continued to keep her in the Dehui City Detention Center.

    According to the law, after Ms. Ma Chunli was sentenced to prison her family should have been permitted to visit her. The detention center authorities deliberately ignored this and forbade a family visit, saying it was a decision by their upper level authorities. The Dehui City Court ignored human rights and issued a so-called "decision not to allow the sentence to be served outside of the prison." The lawless CCP officials not only persecute the good people in society, but at the same time they slander practitioners by accusing them of not caring for their families, having ulterior political motives, and disturbing social order.

    After Ms. Ma was arrested, a policeman said openly, "Isn't she Mr. Ma's daughter? This time we'll make him go flat broke."

    Here we appeal to all righteous people around the world and to the international human rights organization to concern themselves with Ms. Ma's condition. We will update reports on her situation.

    (1) "Stretching bed": A torture method in which they tie the four limbs of the victim to a special bed, with four rings attached to the corners. They fix a practitioner's hands and feet to the rings, and put force on the rings. Then the practitioner's body is lifted up, stretching the four limbs, until the joints, muscles, flesh, and skin separate. It is comparable to being 'drawn and quartered' and extremely painful. The victim loses consciousness in a few seconds. After several minutes of this torture, the four limbs are disabled and the victim is unable to even crawl or to put on clothes.

    Practitioner Zhang Yang Persecuted at Beijiao Prison in Shijiazhuang City

    Mr. Zhang Yang was an employee of Qinhuangdao City Rail Road Vehicle Parts. He was Union Chairman. Zhang Yang has been a good person based on Falun Gong's principles - "Truthfulness, Compassion and Forbearance". He was given awards for outstanding performance every year. One night in the middle of May 2001, police, led by Chief Xia Qian of the Qinhuangdao City Police Department and Vice Chief Peng Luyan, broke into his home and took his whole family to the police station. Zhang Yang was sentenced to 12 years in prison. He is now in the Beijiao Prison in Shijiazhuang City. More details follow:

    One night in the middle of May 2001, a group of people suddenly broke in. The first to enter was policeman Tian Peichun (later rewarded and promoted to Director for his role in persecuting Falun Gong). Another policeman whose last name was Wang followed. They didn't show any warrant, and broke into a citizen's home. They broke the law as law enforcement officials. They threw Zhang Yang to the floor and handcuffed him. Then they started to search every room. They took away Teacher's photo, all Falun Gong books, CDs, tapes and Falun Gong materials. They didn't even let Zhang Yang wear his coat and trousers. Zhang Yang was only wearing a vest and underwear and was pushed into the police car. Just like this, all three members of this family were taken to the police department and interrogated through the night.

    Zhang Yang was beaten the next day. Falun Falun Gong practitioner Yin Hongqing was also beaten. His face was swollen and his eyes were full of blood. He could not walk normally anymore. A female practitioner, Wu Xingfei, was beaten up even more seriously. There was no uninjured part on her face or her body. She said the police from Shanhaiguan beat her. Wherever she was transferred, she was beaten each time she was interrogated. Some practitioners heard her screaming while she was beaten.

    The day after Zhang Yang was abducted, police took two computers, one of which was newly purchased for his son, and a new computer desk from his home. Two days later, the police again searched his home and took another old computer, speakers and a small sound system. During the several days the police went to Zhang Yang's home, they also took away his son's game console.

    One morning three weeks later, policeman Tian Peichun brought two people to take the TV from Zhang Yang's home. Zhang Yang's wife asked them why. Tian said, "There's no why. Maybe some leader is not happy with you." Zhang Yang's family tried to stop them, but they still took away the TV. They also took Zhang Yang's wife to the police department, and on the same day they took her to a detention center. The Qinhuangdao City Police Department's 610 Office then persecuted Zhang Yang's wife and sentenced her to prison. She is detained in the Baoding City Prison of Hebei Province.

    Zhang Yang was sentenced to 12 years in prison and is now held in the Beijiao Prison in Shijiazhuang City. In 2004, because Zhang Yang read one of Teacher Li's articles, he was put in confinement for two weeks with his hands cuffed and feet shackled. He is detained in the 9th team of the Beijiao Prison in Shijiazhuang City.

    Nie Chunling's Open Letter to Expose the Evil and Demand the Release of Her Husband

    To Langfang City officials:

    My name is Nie Chunling, and my husband is Yang Jianpo. We are both Falun Falun Gong practitioners. Before we started practicing Falun Gong, we had a business, and even though we were not short of money, more than a decade of high-stress work seriously affected my health - I had heart disease, kidney inflammation, a bladder tumor and high blood pressure. These diseases were a serious danger to my health, and I had to live in pain constantly. The diseases made me hot-tempered, and as a result, we were on the brink of divorce.

    April 2, 1998, is a day that my entire family will never forget. We started practicing Falun Gong on a chance opportunity, and ever since, we have walked on a path of Falun Gong practice. Our family relationship improved tremendously and we lived happily together. Our business improved, as well.

    However, soon the Jiang Zemin regime and the CCP began the brutal nationwide persecution of good people who live by the principles of "Truthfulness, Compassion, Forbearance". Falun Gong practitioners were sent into labor camps, had their homes broken into illegally, and were imprisoned. My family was no exception. Our house was broken into countless times. I was arrested 18 times, and my husband was in and out of labor camps. All of our savings was taken away by the police department through illegal fines and various fees. Our children only managed to survive with the help of relatives. From 2003 to 2005 alone, the police confiscated our possessions with a total value of about 80,000 Yuan. Then, when we started a fast food restaurant, my husband Yang Jianbo was illegally arrested by the Guangyang District Police Department on February 20, 2004. Policemen confiscated 30,000 Yuan worth of goods for the business from our home. My husband was then illegally sentenced to prison without any legal documentation. Our restaurant was forced to close down, which resulted in another huge loss.

    Under such difficult circumstances, with the help of my family and friends, I received a loan to buy a cargo van and started a delivery business. I borrowed 110,000 Yuan in total. In order to clear this debt, my husband and I decided to sell our house in April 2005. However, our identity cards had been taken away by the National Security Team of Langfang City and they refused to return it to us. We had no choice but to request another one at the Beimenwai Police Station. After that, it was taken away again by the Guangyang District National Security Team. Instead of selling our house to repay our debt, we ended up losing another several thousand Yuan.

    At the end of November 2005, my husband went to Inner Mongolia to deliver vegetables and fruits. Due to his clarifying the truth of the persecution along the way, he was detained by police from Gulanqi Habaga and lost another 7,000 Yuan. Today, we have a clothing business and more than 10,000 Yuan worth of winter clothes that need to be sold, but the Langfang Police Department has once again illegally detained my husband Yang Jianbo and intends to sentence him to imprisonment.

    My family is facing a grave situation right now. On February 6, 2006, I was brutally beaten up by Xin Pingyu's gang from the National Security Team when I demanded the release of my husband at the Langfang City Guangyang District Police Department. My heart disease recurred and I was bedridden. I was incapacitated in my home for two days.

    My husband Yang Jianbo has committed no crime in telling the facts to the public. This afternoon, my daughter went to the Political and Judicial Committee to report our situation but was turned away. I had no choice but to write this open letter to ask the police to stop their criminal deeds, release my husband Yang Jianbo, and return justice to us.

    More Information about Ms. Song Yulian, Who Was Persecuted to Death

    Ms. Song Yulian, 52 years old, was a retired employee of Xiangfan Cotton Mill (i.e. Xiangmian Corporation) in Hubei Province. She required herself to be a good person, and to adhere to "Truthfulness, Compassion, Tolerance". She was a provincial labor model. When she clarified the truth in April 2002, she was reported to the authorities and detained at the No. 2 Detention Center of Xiangfang City. She was brutally tortured. Later, because of her high blood pressure, the detention center was afraid of take responsibility for her and released her.

    During the Sixteenth Conference of the CCP in 2002, Yao Ren, the secretary of the Political and Legal Committee of Xiangfang City, ordered the 610 Office of Xiangfang City and all police stations to arrest more than ten Falun Falun Gong practitioners. In October 2002, Han Kejun, the head of the Renmin Road Police Station in Xiangfang City (the former security section of the Xiangmian Corporation) led policemen and the personnel from the 610 Office to deceive Song Yulian with the excuse of a "salary issue" and took her away. After that, Ms. Song was sentenced to a three-year imprisonment and detained in the Wuhan Women's Prison.

    In January 10, 2004, Ms. Song Yulian was persecuted to the point of suffering from a brain hemorrhage. The policemen were afraid to take the responsibility for it and asked her family to take her back to home. In January 18, she passed away at home.

    In October 2002, Ms. Liu Weishan, a young female teacher at the Hanjiang Machinery Factory of Xiangfan City was arrested with Ms. Song Yulian by the policemen of Xiangfan City and detained in Wuhan Women's Prison. According to what a witness said, Ms. Liu was confined, which caused her to mentally collapse. She had dementia and sometimes she could not sit stably. She cannot even take care of herself.

    Ms. Xu Jingbo from Yushu City, Jilin Province Died as a Result of Persecution

    Falun Falun Gong practitioner Ms. Xu Jingbo was a 42-year-old wife and mother from Yushu City, Jilin Province. CCP agents from the Yushu City Police Department and Qiu Zhe, Ms. Xu's workplace supervisor, illegally arrested Ms. Xu between 2000 and 2001. They forced her to write a guarantee statement promising not to practice Falun Gong. They abused her physically, mentally and persecuted her financially. Xu Jingbo left home and lived in exile to avoid further persecution. Later on, she developed symptoms of severe illness. On February 17, 2006, Xu Jingbo left the world. She left with love for her family and unfulfilled wishes after several years of anguish. She is survived by her father, her husband and her child. More details of her story follow:

    Xu Jingbo started practicing Falun Gong in 1998. Words could not express the joy she felt after she began the practice. Ms. Xu was an outstanding worker, and conducted herself according to the tenets of Truth, Compassion, Forbearance. She was understanding and tolerant toward others. Although the persecution was severe, she never wavered in her belief in Falun Gong.

    On October 16, 2000, Qiu Zhe and local police officers arrested Xu Jingbo and the owner of a copy shop. They took the two to the Yushu City Police Department and illegally detained them. The agents at the Political and Security Section of the Yushu City Police Department took their photos and videotaped them. They fabricated stories and claimed that Xu Jingbo copied a lot of truth clarification materials. The persecutors tried to make them provide the name of another Falun Gong practitioner. They threatened the copy shop owner, who ended up giving the name of the other Falun Gong practitioner to keep her job and protect her family. Xu Jingbo's family were compelled to take these morally bankrupt individuals from the Political and Security Section out to a restaurant and to pay 2,000 yuan in "guarantee money" and another 2,000 yuan bribe. They spent 7,000 yuan before the police finally released them.

    During the 2001 October 1 holiday, Xu Jingbo's workplace again made her a target of persecution. The workplace officials called on Xu Jingbo and a few other Falun Gong practitioners to go to the Human Resource Section at the Agriculture Bank. The officials told them to write a guarantee statement, but the practitioners refused and said, "What's wrong with us wanting to be good people? We work hard without any complaints; what did we do wrong?" The officials shouted, "Will you write it or not? If you don't write it, we'll fire you and let the government do with you whatever it sees fit!" Xu Jingbo said, "We didn't violate any law! You have no right to fire me." The officials left angrily.

    Later, Xu Jingbo accepted getting fired and a small amount of compensation as a trade-off to avoid constant harassment from her workplace officials and from the local police.

    In late 2001, local police again arrested Xu Jingbo and another practitioner. She escaped, but she decided to leave home to avoid the police. The other practitioner was sent to a custody center and was released after paying 4,000 yuan in extortion money.

    Ms. Xu lost the environment to read Falun Gong books and do the exercises regularly, in addition to suffering physical abuse, mental torment and financial persecution. She eventually showed symptoms of severe illness. Her family spent a lot of money on her medical treatment. On February 17, 2006, Xu Jingbo died after several years of physical and psychological anguish. She left behind her father, husband and child. Her family is devastated.

    Many people saw the evil nature of the persecution and learned the truth about Falun Gong through the persecution of this beautiful and innocent Falun Gong practitioner. They condemn these Communist agents from the Yushu City Police Department and from her place of employment for their crimes.
