Dafa practitioner Mr. Xia Gang, born on July 5, 1969, lived in Wuhan City. He was a production line group leader at the No. 3 Workshop, Wuhan Cigarette Factory. After Jiang's regime began slandering Dafa, Xia Gang went to Beijing to appeal and was illegally detained. The Wuhan Cigarette Factory authorities then fired him.

In early March 2001, police from the No. 1 Division of Wuhan City Police Department kidnapped Xia Gang as he was making truth clarification materials. The police sent him to No. 8 Qingdao Road, Wuhan City, where the No. 1 Division of Wuhan City Police Department is located. No. 1 Qingdao Road is another place that belongs to the No. 1 Division. On March 6, 2001, Xia Gang was transferred to the No. 2 Camp of the No. 7 Division, Wuhan City Police Department, where he was illegally detained for one month. Later, he was transferred to other places to be secretly detained. On April 30, 2001, he was sent to the Hewan Labor Camp in Wuhan City.

During the detention, Xia Gang became extremely weak from torture, and he was released on bail for medical treatment in June 2001. On October 16, 2001, he passed away at age 32 after experiencing numerous organ failures. This is another crime the Wuhan City Police Department has committed against Dafa practitioners.
