From March 12 to 14, 2001, the brutal beating and torture of Falun Gong practitioner Hou Zhanhai occurred in Jilin City Forced Labor Camp, Jilin Province. After the police struck Hou violently with their clubs several times, he had a feeling of constriction with great pain in his chest and had difficulty catching his breath. Because of the unbearable pain, he requested a medical checkup. However, his request was denied. On March 27, he was transferred to Liaoyuan Labor Camp. During his detention in the first section of Liaoyuan Labor Camp, his condition deteriorated. He had chest pains, was short of breath, vomited blood and had loose bowels. He became emaciated and his complexion turned dark. Even in such a condition, he was forced to do hard labor and to meet certain production quotas. In addition, the officials on duty often threatened him and brutally beat him. His physical condition worsened daily. In August, the labor camp officials discovered the severity of his condition and they released Hou on "medical parole" to avoid responsibility for his imminent death. Hou passed away in no more than four months after his release.
