Li Changjun, male, single, was born in 1968 in Suizhou City in Hubei Province.

Li graduated from the Gezhouba Institute of Hydro-Electric Engineering in July 1991. After working as an electrical engineer for five years in the Zaoyang Tobacco Factory, he began his graduate studies at the Huazhong University of Science & Technology, where he received a Master's degree in Computer Applied Technologies.

Li graduated in July 1995, and was assigned to work in the Wuhan Tax Bureau, Hubei Province. However, he was later fired by his employer for not giving up practicing Falun Gong. Since July 1999, he has been detained many times in Beijing, Suizhou, Wuhan, and elsewhere.

On May 16, 2001, Li was illegally taken into custody by police, together with some other Dafa practitioners when they were preparing truth-clarifying literature in Wuhan. All the other six practitioners arrested at the time were also holding Master's degrees or even doctorates. During the illegal detention by the Wuhan police, they were severely mistreated and tortured. They then went on a hunger strike to appeal. After more 40 days of brutal torture, Li died at 10:08 p.m. on June 27, 2001.
