Case Description:
Mr. Li Tiejun, 42, was a farmer in Kaoshan Town, Nongan County, Jilin Province.

A group of people broke into a practitioner's home at 10:00 p.m. on May 31, 2004. They were led by Director Pan Hengxing and Deputy Director Li Shuxiang from Kaoshan Town Police Station, along with Yu Hongquan, the political security section chief of the Nongan County Police Department. They arrested 11 practitioners including Li Tiejun and his wife. An elderly practitioner passed out, but Yu Hongquan just cursed at that him, saying nobody would care if he died.

Li Tiejun was sentenced to one year of forced laborhis elderly mother, his ailing father who had had a stroke and a 16-year-old child at home. Since the family did not have money, the child had to drop out of school, which was a heavy blow to Li Tiejun.

While in detention, Li Tiejun was forced to wear the dirtiest labor camp uniform and eat bread that smelled like pesticide. Every day he was forced to sit on a bench in a fixed position for up to 14 hours. He was also often cursed. Later he was forced to do hard labor with designated people monitoring him all the time. He had to report to these monitors even if he only wanted to say something. Otherwise, he would be beaten or cursed.

Due to the torment, Li Tiejun was devastated both mentally and physically. He became extremely weak. The authorities were afraid of being held responsible should he die in the labor camp so they told his family to pick him up. After returning home, Li never recovered. He passed away on March 17, 2006.
