Ms. Li and her father Mr. Li Zhongbin, also a practitioner, were each sentenced to one year of forced labor in October 1999. Ms. Li was detained in the Masanjia Forced Labor Camp, where she was shocked with electric batons around her mouth by guards and was brutally beaten. Mr. Li Zhongbin was detained in the Tieling City Forced Labor Camp where he was forced to do hard labor including digging huge ditches and tearing down old houses.

In October 2002, Mr. Li was again arrested, and he was tortured until he was as thin as a skeleton. His front tooth was knocked out and two of his ribs were fractured. His stomach and intestines were injured which caused him to be incontinent, and both legs were injured. In April 2004, he was released due to his life being in danger. He is still not fully recovered from these tortures. Ms. Li Chunlan was also detained, and was released at the end of 2003.

One afternoon in October 2006, officer Zhao Baifeng entered Ms. Li's home from the back door. Ms. Li confronted him as to why he did not openly use the front door, and then Zhao left. Two days later Lan Wen, the Hongqi Police Station director, led seven to eight officers to storm into Ms. Li's home, and took $500-600 in cash, and arrested Ms. Li and her father. This was the third time both father and daughter were arrested.

Ms. Li and her father were both interrogated and tortured. The police shocked Ms. Li with electric batons for more than an hour and locked her in a metal cage. The next day, the police took both father and daughter to Kaiyuan City Detention Center. Mr. Li Zhongbin found his daughter's face deformed, and her mouth was also very swollen. The police took her to the Masanjia Forced Labor Camp after detaining her for 40 days in the Kaiyuan City Detention Center.

Ms. Li was detained in the First Ward and Third Ward for 20 months. It cannot be determined what kinds of torture she endured, because she lost her normal ability to think and speak. Other practitioners who were once detained with her in the same ward said that her face had injuries.

At the end of July 2008, Ms. Li's family received her release notice, but when they rushed there to pick her up, the local police had picked her up to be closely monitored during the Olympics. When she finally returned home, her family found she could not take care of herself, and she was mentally ill.

Mr. Li Zhongbin was also tortured in the Kaiyuan City Detention Center. Local officers Lan Wen and Zhao Baifeng tried to take Mr. Li's house by forcing him to sign his name, but Mr. Li refused. The Tieling City Labor Camp refused to accept Mr. Li due to his physical condition, so Mr. Li was released.

Mr. Li recently took his 90-year-old mother and his mentally ill daughter and fled their home to avoid further harassment. They live a difficult life.
