The Chinese Communist Party under Jiang Zemin's leadership began to persecute Falun Gong on July 20, 1999. Mr. Liu went to Beijing in 2003 and 2006 to appeal for justice for Falun Gong. However, he was illegally arrested both times and later sentenced to two years and then three years of prison and forced labor.

Mr. Liu was brutally tortured at the Longshan Forced Labor Camp and the Xihu Jail in Benxi City.

He was released from the Xihu Jail in January 2006.
