Mr. Lu Kaili Has Been Detained and Tortured Eleven Years, Paralyzed for the Last Two

(Minghui.org) Falun Gong practitioner Mr. Lu Kaili worked as an engineer in the Technology and Information Department of the Dalian Huarui Heavy Industry Corporation. Since the Chinese Communist Party (CCP) began persecuting Falun Gong in July 1999, Mr. Lu has been incarcerated in forced labor camps and prisons for a total of 11 years.

He suffered all kinds of brutal tortures. In October 2010, the lower part of his body was paralyzed due to the abuse he suffered while he was detained in Panjin Prison and he was no longer able to take care of himself. On May 8, 2012, he was detained in Jinzhou Prison Hospital.

The prison authorities have repeatedly denied his relatives their right to visit him. He was not allowed to be bailed out because he remained steadfast in his belief. For the last six months, his family has not been able to learn details of his present physical condition.

Mr. Lu Remains Steadfast in Practicing Falun Dafa and Is Repeatedly Persecuted

Mr. Lu Kaili graduated in 1987 from Northeast Science Technology University. He worked in the Technology and Information Department, Dalian Huarui Heavy Industry Group Corporation and was the office director. He worked hard and was considerate of his colleagues.

He never tried to advance his personal interests at work and for years he was honored as an “advanced worker” and “excellent technician”. At home, he respected the elderly family members and looked after the children. Everyone around him respected and liked Mr. Lu.

Since the CCP started persecuting Falun Gong in July 1999, Mr. Lu has repeatedly been persecuted.

Mr. Lu is Persecuted in Dalian Forced Labor Camp and Masanjia Forced Labor Camp

Mr. Lu Kaili was subjected to one year of forced labor in April 2000 because he appealed for Falun Gong in Beijing. He was sent to Dalian Forced Labor Camp.

He was detained in No.3 Division and was regarded as a “stubborn figure” and later transferred to Masanjia Forced Labor Camp.

In order to force Falun Gong practitioners to give up their belief, the labor camp guards forced Mr. Lu and other practitioners to stand in military posture under the hot sun for long hours each day.

The practitioners were forced to sit on small stools without moving from morning to evening. The flesh of their bottoms was flattened and pressed into the surface of the wood.

Later they were sent into the farm fields and made to do long hours of heavy farm work. They had to start early in the morning before daybreak and did not stop until late at night when the stars dotted the sky overhead. Then the night tortures awaited them.

The slave labor was very intense in Masanjia Forced Labor Camp. Practitioners had to plant corn and rice in the field while they were not given enough food to eat.

Their main dish was a kind of corn bun and a bowl of soup which just had a few pieces of vegetable leaves floating on top with a little salt in it. Lacking basic nutrition, along with being tortured and overworked, Mr. Lu's legs swelled and he was unable to walk.

Despite his condition, guards ordered him to be carried to the field and he was forced to peel corn. He started a hunger strike to protest the mistreatment. Mr. Lu and several other practitioners held a hunger strike for several months while they were detained there for one year. During the hunger strike, they were force-fed with alcohol, spicy powders and salt.

In April 2001, just before Mr. Lu's one-year term of forced labor was supposed to end, it was extended another six months and he was sent back to Dalian Forced Labor Camp to continue being persecuted.

The Suffering Mr. Lu Endured in Dalian Forced Labor Camp and Guanshanzi Forced Labor Camp

Mr. Lu and other practitioners were sent to Dalian Forced Labor Camp around noon on April 19, 2001. Shortly after the practitioners arrived they were surrounded by guards who tortured them by shocking them with dozens of electric batons. Those who refused to give up practicing Falun Gong were then transferred to the stone quarry in Guanshanzi Forced Labor Camp.

The Guanshanzi Forced Labor Camp is located in a remote mountain area, and many steadfast practitioners were sent there. Mr. Lu was made to do high-intensity heavy slave labor there. After being detained another six months, Mr. Lu was released home in October 2001.

Subjected To Forced Labor Again 13 Days After Being Released Home

In October 2001, Mr. Lu and his wife were temporarily staying in a practitioner's house. Police from Dalian Domestic Security Division and Taoyuan police station broke into the practitioner's house and arrested six practitioners, including Mr. Lu and his wife. They were detained in Yaojia Detention Center. They were arrested just 13 days after Mr. Lu was released home.

Mr. Lu started a hunger strike to protest the persecution. He was detained in a solitary confinement cell for more than one month. While he was in the tiny cell, he was handcuffed and shackled, which made it impossible for him to lay down or stand upright. As a form of torture, he was force-fed through a tube inserted into his nose.

In November 2001, Mr. Lu was subjected to two years of forced labor and was once again sent to Dalian Forced Labor Camp. His wife, Sun Yan, was subjected to three years of forced labor and was also detained there.

Once Again Detained and Tortured in Dalian Forced Labor Camp

Mr. Lu was sent to No.8 Division in Dalian Forced Labor Camp on December 27, 2001 a division which specifically targeted Falun Gong practitioners. From January 2002 until October 2003, Mr. Lu was continuously detained in a solitary confinement cell before he was released.

In the cell, his head was covered with a box. Both Mr. Lu's hands and feet were cuffed to a bed. This torture method is called a “dead man's bed”. He was unable to move or turn. He was not allowed to brush his teeth or wash his face.

One day in July 2002, in order to punish him for going on a hunger strike, Mr. Lu was brutally tortured with electric batons. Guard Jin Dianke and another inmate used two high-pressure electric batons to shock Mr. Lu. His ear became swollen like a piece of bread. They even shocked his penis and his inner thighs and wrote dirty words on those areas of his body. Division head Liu Zhongke personally supervised the entire torture progress.

During his hunger strike, Mr. Lu was force-fed liquor with a high alcohol content by guard Jin Dianke several times. Once, after he was force-fed two bottles of high alcohol spirits, Mr. Lu was unconscious for one day and one night.

Mr. Lu refused to do slave labor in November 2002. Division head Liu Zhongke instigated inmates to torture him by hanging him up. He was hung from 5 a.m. until midnight that night. Mr. Lu was tortured this way for more than one month. After Mr. Lu refused to be transformed, Liu Zhongke instigated inmate Zhang Guanghong to torture him. He first covered Mr. Lu's head with a bed sheet and then beat him with a 90-inch-long bed board, striking him from his head to his feet.

Mr. Lu started a hunger strike again in June 2003 after being “strictly controlled”. Zhang Baolin, deputy of the labor camp, personally inserted the huge tube into Mr. Lu's nose. Mr. Lu was fed two bowls of corn porridge every day. In August 2003, after Mr. Lu was on hunger strike and force-fed for over three months, he was unable to accept any food through his nose.

In September 2003, Mr. Lu should have been released, however he continued to be tortured. He was still handcuffed and wore shackles. The box was still on his head.

During the hot summer months, he was not allowed to take a shower. The food was still vegetable soup and was not enough to sustain him. Because he had been cuffed to bed or made to sit on a small stool for so long his legs became very thin and he could no longer use them.

In October 2003, Mr. Lu was released from Dalian Forced Labor Camp.

5. Arrested Again After Being Released

In June 2004, Mr. Lu's wife Sun Yan came back home after three years in a forced labor camp. The family was in a very difficult situation after years of being persecuted. His parents-in-law were in critical medical condition and so was his younger sister.

On December 9, 2004, just six months after being released, Mr. Lu's wife, Sun Yan, was once again illegally arrested by police from the Dalian Domestic Security Division. When Mr. Lu came back home that evening, his house had been ransacked and was in a mess. Police from Xinghuajie Police Station were waiting for him. He was arrested and detained in the police station.

He managed to escape around 5 a.m. the next day but was no longer able to stay home. His wife was sentenced to three years in prison and was detained in Liaoning Province Woman's Prison.

6. Arrested for Exposing the Persecution by Intercepting TV Broadcasts

Mr. Lu and other practitioners clarified the truth by intercepting cable TV broadcasts.

On September 5, 2005, they successfully intercepted the TV broadcasts in Liaoyang County for more than one hour and exposed the CCP's persecution of Falun Gong to the local people.

On October 13, 2005, five practitioners including Mr. Lu were arrested by police led by Chen Xin. They were first detained in a white building in Youjia Village of Dalian City belonging to the national security bureau where they were brutally beaten. Later they were sent to Liaoyang City Detention Center and subjected to more torture.

On October 22, Mr. Lu was secretly sentenced to 10 years in jail in Liaoyang County court. He was first detained in No.2 Division, Yingkou Prison and later was transferred to No. 5 Division, Panjin Prison on December 20, 2007.

Starting at 9:00 a.m., on April 6, 2010, Li Feng, the No. 5 Ward director at Panjin Prison, Wang Jinglin from the Investigation Section, and other guards used several high-voltage electric batons to torture Mr. Lu until 11:00 p.m. Then they put Mr. Lu's wound covered body into a solitary confinement cell.

At the end of June, Mr. Lu began a hunger strike to protest the hard labor and abuse. Three days later, division head Guan Fengchun, Wang Hui, head of the “education section,” along with jail guard Qin Fei tortured Mr. Lu with electric batons from 1:00-4:00 p.m. From July 9 – 13, they continued torturing Mr. Lu every day.

On August 29, Guan Fengchun tortured Mr. Lu again with electric batons, this time for four hours. At approximately 6:40 a.m., on August 30, Mr. Lu fell from the second floor of the workshop building and was seriously injured.

Later, the prison officials tried to cover up the truth about the persecution. They prevented a news report and didn't allow his family to visit him.

Mr. Lu's Family Finally Allowed to Visit Him

After Mr. Lu's family's and his lawyer's continuous effort, his family finally saw him on November 9, 2011--14 months after he was injured. He was carried out by inmates. His face looked sickly and sallow and he was not able to move his legs. He was carrying his urine bag.

He was so weak that he was barely able to focus and carry on a conversation, which lasted little more than ten minutes.

Mr. Lu's father had passed away when he was young. His mother was under great stress and anxiety worrying about him for such a long time, and she passed away while he was detained. His elder sister was sentenced to three years in prison because she clarified the truth about Falun Gong. She is still detained in Changcun Women's Prison.

His parents-in-law were very worried about him after hearing how badly Mr. Lu had been injured as a result of torture. His father-in-law had undergone two surgeries for colorectal cancer, and when his cancer recurred he went to the hospital to have a third surgery.

After her father came back from the hospital, Mr. Lu's wife repeatedly went to Panjin Prison attempting to have him released.

Since Mr. Lu was Transferred to Jinzhou Prison, His Current Situation is Unknown

On May 8, 2012, Mr. Lu was transferred to Jinzhou Prison. His family was not informed of this until after he was transferred.

The last time Mr. Lu's family saw him in Panjin Prison, his condition was very poor. He had multiple fractures in his lumbar vertebra, sacrum, and ankles, and the nerves in his tailbone was damaged. Steel rods had been installed in his ankles and lumbar vertebra.

He had to use his fists to support his body in order to move around, and there were thick calluses around his finger joints. Due to his injuries and nerve damage he had lost the ability to control his bowel movements.

His family has not been allowed to visit Mr. Lu for more than half a year since he was transferred to Jinzhou Prison. His current situation is unknown and his family is extremely worried.
