We are family members, relatives, friends, and neighbors of Mr. Han Fu. He is 48 years old. We saw with our own eyes how he regained health by practicing Falun Gong. He is always considerate of and helpful to others. During the off-season, he, a peasant like us, sells tofu to supplement his income. His tofu is always of the best quality, and he never cheats his customers. We all agree he is an honest and kindhearted man.
We are deeply troubled by his September arrest and the recent transfer of his case to the local procuratorate. We worry that he faces possible indictment. We urge you to do everything in your power to secure Han Fu's unconditional release.

The above petition letter dated November 6, 2014 was written by residents of Sanxing Village and Kongtun Village in Shulan City, Jilin Province. Since the letter was written, close to four hundred people have signed and pressed their fingerprints on the letter.

Mr. Han Fu (韩福) was arrested on September 9, 2014, and the local procuratorate approved his arrest on September 17. It has been learned that the police department recently forwarded his case to the procuratorate, which is now contemplating an indictment against him.
After verifying case document details with Mr. Han on November 6, his defense lawyer filed a motion to the procuratorate requesting that his case be dismissed. It is not clear when they will (if at all) hear back from the procuratorate.
Ms. Han remains incarcerated at Nanshan Detention Center in Shulan City.
On September 9, Li Dahai (李大海) and Wang Zhanzhuang (王站桩) from the Liangjiashan Police Station pulled Mr. Han from his car while he was waiting in traffic and dragged him into a police vehicle. They slapped him and beat him in the car and later at the police station. Mr. Han lost consciousness and was hospitalized. The next day the police fabricated evidence against him took him back to the police station.
While Mr. Han was detained, the police ransacked his home and confiscated his personal belongings. His family had to spend 2,000 yuan (US$330) to get his car back. The rest of his belongings were never returned.
The authority tried many times to prevent the family from hiring a lawyer to defend Mr. Han. When his daughter did hire a lawyer, Zhao Liwei (赵立伟), head of the pretrial division of the Shulan Court, threatened to keep the trial date secret. Wang Hanming (王汉明) from the 610 Office told Mr. Han's wife that if they fired the lawyer, the prison authority would take better care of Mr. Han. Li Cheng (李成) and Wang Yongfu (王永福) from the Xihe Police Station went to Mr. Han's home and threatened to arrest his wife for practicing Falun Gong.
Mr. Han is from Kongtun Village in Shulan. Prior to the most recent arrest, Mr. Han and his family were many times arrested and harassed in 2008 and 2009 because he refused to give up Falun Dafa.
On August 5, 2008 officers at the Xihe Town Police Station tried to force Mr. Han to sign a statement renouncing Falun Dafa and extorted 2,000 yuan from him. Two days later Li Shuzhong (李树忠) from the Xihe Town government and officers Zheng Shuguang (郑蜀光) and Yang Xizhong (杨喜忠) broke into Mr. Han's home and tried to take both Mr. Han and his wife Ms. Wu Xiuzhen to a brainwashing center. Both of them escaped but were forced to become homeless.
Officers from the Huancheng Police Station arrested Mr. Han at a friend's home on March 31, 2009. His wife, mother and 10-year-old daughter went to the Shulan Police Department to inquire about his arrest. The guard at the entrance would not let them in. Officer Wang Ximin (王喜民) roughly pushed them around, and deputy director Sun Yaoqiang (孙耀强) threw them out.
Mr. Han's family went to the Huanchang Police Station again on April 17, 2009. The police threw Mr. Han's older brother to the ground. Officers Zou Zhongxiang (邹忠祥) and Sun Yaoqiang dragged the family out. In the process, Mr. Han's wife's shirt was torn while she was being dragged down the stairs. The police threatened to imprison the family if they returned.
