1. [Qinglong County, Hebei Province] Numerous Practitioners Harassed

Since June 2021, Falun Gong practitioners were harassed by officers from police stations in Zhuzhangzi Township, Qinglong Town, and Xiaoyingzi Township who were accompanied by village officials. These people asked practitioners if they still practiced Falun Gong. They secretly photographed practitioners and forcibly vaccinated them.

From June to July of 2021, Huang Wenda and others officers from the Zhuzhangzi Township Police Station together with village officials, including Chen Shaomin, went to the homes of Falun Gong practitioners in the Qianbaizaoshan, Houbaizaoshan, and Wolongchi Villages to harass them. As soon as they entered practitioners’ homes they started photographing them. Some village officials told practitioners, “We are here to verify the situation.”

Practitioners known to have been harassed are: Xie Guo, Chen Guoxian, Chen Li, Chen Haixia, Li Sujun (who stopped practicing Falun Gong two years ago), Zhang Chunxiang, Zhang Shufen, Chen Haiqin (who was in a barber shop when she was harassed), and Li Shoulin.

On the morning of August 9, two officers from the Qinglong Town Police Station together with the village women’s director Xiao Chunmei went to Ms. Ding Sumei’s home in Guangchashan Village. Two vehicles arrived at Ms. Ding’s home. One was from the police station, and the other was a vehicle for vaccination. Two police officers entered the house and asked Ms. Ding if she still practiced Falun Gong. Ms. Ding replied, “Yes!” The officers were about to ransack her home. Ms. Ding firmly stopped them. The officers dragged her to the police car. They told her to pick one of the two vehicles and get in it. Ms. Ding was forced to pick the vaccination car. After she was vaccinated, the two officers said that they would ask her again if she practiced Falun Gong, and if she answered yes, they would take her to the detention center.

On the afternoon of July 27, director Li Zhiqiang and another officer from the Xiaoyingzi Township Police Station, led by village official Yang Xiaoxiao, went to the homes of practitioners Shao Yuxia and Shao Yuqin in Louzidian Village. They photographed them as soon as they walked in. They asked Shao Yuqin if that was her name. The director said that they came to verify a few things.

2. [Jining City, Shandong Province] Ms. Li Guirong and Ms. Song Chengkui Sentenced to Prison

Ms. Li Guirong from the Rencheng District was sentenced to three years in prison, and Ms. Song Chengkui from Zoucheng City was sentenced to one year and six months in prison by the Rencheng District Court on August 13, 2021.

3. [Beizhen City, Liaoning Province] Ms. Hu Qinglan Detained

Five or six officers from the Beizhen City Police Department and the Dashi Township Police Station went to Ms. Hu Qinglan’s home on July 8, 2021.

After entering the house, without giving any reason or showing any ID cards, they ransacked the place. They confiscated photos of the founder of Falun Gong, two Falun Gong books, weekly magazines, and paintings.

They took Ms. Hu to the police station and then to the Criminal Police Division in the Beizhen City Police Department. Officers collected her fingerprints, recorded her voice, and then took her to a facility for blood tests and to undergo a physical examination. Ms. Hu was then taken to the Jinzhou City Detention Center for seven days of detention. After returning home, the township police station continued to harass her and pressure her to write a guarantee statement renouncing Falun Gong. She resolutely refused to cooperate.

4. [Weifang City, Shandong Province] Cases Against Five Practitioners Turned Over to Procuratorate

Ms. Qin Xiaoli, Ms. Feng Changli, Ms. Sun Xueqin, Ms. Yang Mingxiang, and Mr. Gao Peng from Changle County were arrested on May 18, 2021. Their case files were turned over to the Qingzhou City Procuratorate on August 13.

5. [Leshan City, Sichuan Province] Ms. Liang Shujun Arrested

Ms. Liang Shujun, about 60, a retired teacher of the Lianhe Primary School, was spotted by a young plainclothes officer while she was distributing Falun Gong materials around 8 p.m. on August 11, 2021. The officer called to alert the Yujin Police Station. Officers from the police station arrived at the scene, and together with the plainclothes officer, they chased, besieged, and arrested Ms. Liang. Further details are pending.

6. [Liaocheng City, Shandong Province] Ms. Zhang Chunxiang Held in Detention Center

Ms. Zhang Chunxiang from Gaotang County was arrested by members of the Gaotang County 610 Office nearly three months ago. She was held in the Chiping Detention Center, and is currently being held in the Liangshui Town Detention Center.

7. [Chifeng City, Inner Mongolia Autonomous Region] Ms. Chen Guilan Detained

Ms. Chen Guilan from Mujiayingzi Town, Songshan District clarified the truth to a person in July 2021. It turned out that this person was an officer from the Mujiayingzi Police Station. The officer took her to the police station. She was later released.

Several days later, however, the officers took her to a detention center for 15 days.

8. [Yantai City, Shandong Province] Ms. Jiang Xiancui and Husband Mr. Wang Yongbao

Ms. Jiang Xiancui and her husband Mr. Wang Yongbao, who were temporarily living in their daughter’s home in the Yantai Development Zone, went to a nearby residential community on the evening of August 13, 2021. They distributed information about how to stay safe during the pandemic.

Mr. Wang was spotted by two young people who claimed that he was trying to steal their cell phone. They called in another person and reported Mr. Wang to the police. After Ms. Jiang found out about this, she went to the scene to explain the situation. After the police arrived, the couple and the witnesses were taken to the Fulai Police Station. The officers body-searched Mr. Wang, and found numerous Falun Gong materials and his keys, among other items.

The couple were interrogated separately the following morning. Mr. Wang explained that there was no evidence to support the claim that he was stealing a cell phone. He told them that the information he delivered was meant to tell people to act kindly according to the principles of Truthfulness-Compassion-Forbearance, which would help them stay healthy during the pandemic.

The officers returned Mr. Wang’s personal items at 11 a.m. and the couple took the bus home safely.

9. [Yishui County, Shandong Province] Numerous Practitioners Repeatedly Harassed

Starting in June 2021, officials in villages and towns in Yishui County harassed Falun Gong practitioners. This disrupted their lives and their families’ lives.

In June officers from the Gaoqiao Town Police Station, led by village Party secretary Xia Hongbin, went to Mr. Xia Fengnian’s home in Pingxiahe Village. Mr. Xia is in his 70s. The officers ransacked the place. When they arrived at Ms. Wang Peiye’s home, she was not there. Before this, the village Party secretary made up excuses to videotape Ms. Wang.

On July 1, Yang Lun from the Comprehensive Management Office of Shagou Town went to Ms. Yu Yan’ai’s home. As soon as Yang entered the door, Yang cursed at Ms. Yu and said that she should die. Yang instigated Ms. Yu’s husband to beat her or to divorce her. On August 6, village Party secretary Li Xinsong and Yang told the police station to arrest Ms. Yu and take her for “transformation.” They failed to transform Ms. Yu.

On June 10, Huang Baohui from the Zhuge Town Comprehensive Management Office, deputy director Xu Xingquan from the Zhuge Police Station, and other people broke into Ms. Li Jinling’s home in Beimenlou Village. They pressured Ms. Li to write three statements and videotaped her. On July 28, Huang and others attempted to take Ms. Li to the brainwashing center, but failed. On July 30, official Xu in Bao Village called Ms. Li’s husband and asked him to persuade her to go to the brainwashing center. On the evening of August 1, Huang instructed the village Party secretary Li Jinyou and the village committee members Li Jinfa and Jiang Xiujun to go to Ms. Li’s home and talk her into attending the brainwashing sessions. On August 3, Song Deling and other people who had been “transformed” and gave up practicing Falun Gong went to Ms. Li’s home to attempt to transform her.

On June 24, Huang Baohui and others went to Ms. Yang Mingling’s home in the Jiangjiaguanzhuang Village and forced her husband Mr. Bi Jingyu to go with them to Qingdao City, where Ms. Yang was doing odd jobs. They staked out there for an entire day, in order to bring Ms. Yang back to write the three statements. They did not see her. Mr. Bi could not bear the harassment and pressure, and said he would divorce Ms. Yang.

On June 26, Huang Baohui and Zhao Mingyuan, led by Xiagu Village Party secretary Lu Fengkui, went to Mr. Ding Qiang’s home and pressured him to write three statements. They videotaped Mr. Ding.

On August 1, Donghexi Village Party secretary Wei Zengzhong tried to talk to Ms. Cai Yongshu into writing the three statements. On August 6, Huang Baohui drove to Ms. Cai Yongshu’s home, but she was not there. Ms. Cai’s daughter hung a padlock outside the door, and her husband Mr. Wang Dechun was resting inside the home. Huang opened the padlock, broke in suddenly, and threatened and intimidated Ms. Cai’s husband and daughter. Huang also went to Ms. Li Jinling’s home, but she was not at home.

10. [Zhangjiakou City, Hebei Province] Ms. Zhang Xiufen Harassed

Director Wang Xuyang of the Dahaituo Township Police Station in Chicheng County led two officers to Ms. Zhang Xiufen’s home in the Zhengjialiang Village and ransacked the place on the afternoon of August 12, 2021.

They tore up a New Year painting and copies of Zhuan Falun and Hong Yin. Ms. Zhang was not at home at the time. Her husband and two nieces were at home, and they were repeatedly threatened throughout the afternoon. The officers prevented the two nieces from going to school or work. They also canceled her husband’s benefits, including his firefighting related compensation. They threatened to send her husband to work as an unpaid laborer if they could not find Ms. Zhang.

11. [Liupanshui City, Guizhou Province] Five Practitioners Arrested

From the end of June to the end of July 2021, the Zhongshan District Political and Legal Affairs Committee, the 610 Office, the Domestic Security Division, and police stations at all levels launched a new round of persecution of Falun Gong practitioners.

Duan Huaijun, Duan Huaiyan, Xiong Guangping, Ma Yongju, and Zhu Renfen were arrested at home. It is currently unknown where they are being held.

12. [Yishui County, Shandong Province] Case Against Ms. Li Xiaomei Turned Over to Procuratorate

Ms. Li Xiaomei was reported to the police when she told people about Falun Gong in the Mazhan farmers market on January 19, 2021. She was arrested and held in the Mazhan Police Station for four days. She was officially placed under arrest. She was taken to the Linyi Detention Center, where she failed the medical examination and was released on bail after paying a 3,000 yuan fine.

On July 1, Party secretary Li Zhiqiang of Shagou Town and others pressured Ms. Li to give up practicing Falun Gong, which she refused.

On August 9, Ms. Li received a call from the Yinan County Procuratorate, telling her to go to the procuratorate. Once there she was supposed to renounce Falun Gong and say she no longer practiced. If she did this, the procuratorate would close her case. If she refused to comply, the procuratorate would bring her case to the court.

13. [Meizhou City, Guangdong Province] Ms. Liu Biqing Arrested

At 7:15 p.m. on August 10, 2021, as soon as Ms. Liu Biqing opened the door to her home, she was faced with three male strangers. One of them pushed Ms. Liu onto a stool and forcibly took pictures of her. When she asked them who they were and why they were there, they did not answer. They handcuffed her and took her to the Baohua Police Station. Ms. Liu was released at 8:40 p.m. that night.
