(Minghui.org) On Human Rights Day, December 10, 2025, Falun Gong practitioners in 48 countries submitted another list of perpetrators related to the persecution of Falun Gong in China to their governments. They also requested that these perpetrators and their family members be barred from entering the country, and that their assets be frozen.
Below are details of the persecution committed by Huo Min, Party secretary and president of the Shandong Provincial Higher People’s Court.

In January 2018, Huo Min was appointed Party secretary and chief prosecutor of the Fujian Provincial People’s Procuratorate. He previously served as the presiding judge and vice president of the First Criminal Division of the Guangdong Provincial Higher People’s Court, president and Party secretary of the Shenzhen Intermediate People’s Court of Guangdong Province, and vice president and deputy Party secretary of the Guangdong Provincial Higher People’s Court.
Since becoming Party secretary and president of the Shandong Provincial Higher People’s Court in January 2023, Huo Min has played an active role in the persecution of Falun Gong practitioners. He has repeatedly insisted that courts across the province “severely crack down on cult crimes” and “actively engage in the anti-cult struggle.” As a result, numerous Falun Gong practitioners in Shandong have been unlawfully sentenced.
According to Minghui.org reports, at least 540 Falun Gong practitioners in Shandong Province were persecuted in the first half of 2025. Of those individuals, 66 were sentenced, including two who received eight-year prison terms. Notably, ten of the sentenced practitioners were over 80 years old, with the oldest being 90.
In 2024, 112 Falun Gong practitioners in Shandong Province were sentenced to prison. The longest sentence was eight years, and the oldest person sentenced was 81 years old.
In 2023, at least 149 Falun Gong practitioners in Shandong Province were sentenced to prison. Of those, 35 were over 60 years old and eight were over 80. The oldest victim was Ms. Pan Yuelan, who was 89 years old, and the youngest was Ms. Zhang Xia, who was 35 years old. Ms. Li Jinghua, in her 80s, received a three-and-a-half-year prison sentence from the Zhangdian District Court.
Among the sentenced practitioners, at least four passed away, either in custody or shortly after their release. Many others suffered injuries, disabilities, or mental illness due to torture in custody.
Case 1. 56-Year-Old Shandong Woman Dies Only Days after Transfer to Prison to Serve Time
Ms. Xu Haihong, a Qingdao City, Shandong Province resident, was arrested on September 10, 2023, and detained at the Pudong Detention Center. She was sentenced to 16 months in October 2023 and transferred to the Shandong Province Women’s Prison around December 6, 2023. She died three days later. She was 56 years old.
Case 2. 71-Year-Old Shandong Man Dies One Day After Being Sentenced to 3.5 Years
Mr. Guo Shuqun, of Guan County, Shandong Province, was arrested in 2023 for distributing Falun Gong informational materials. He was sentenced to 3.5 years on November 27, 2024. The police took him to the Tianmayuan Detention Center and kept him there for a few hours before sending him home that night. He died at around 11 a.m. the next day.
Case 3. Cancer Patient Released from Prison in Critical Condition, Dies Four Months Later
Ms. Li Fengying, a 52-year-old resident of Wulian County, died around 4 a.m. on December 31, 2024, four months after she was released from prison in critical condition.
Ms. Li was arrested on October 10, 2022, for talking to people about Falun Gong. She was sentenced to eight years in prison with a 20,000-yuan fine on May 15, 2023. Despite her poor health as a result of torture in the detention center, the judge ordered that she be transferred to the Shandong Province Women’s Prison on August 8, 2023.
Just days after her prison admission, Ms. Li had to be rushed to the hospital, where she was diagnosed with lymphoma (cancer in the lymph system) and uterine cancer. Her request to be released on medical parole was denied. Both she and her family declined chemotherapy, but the prison hospital forced her to undergo the treatment anyway. She became weaker by the day. When her family visited her, it took her over an hour to walk a short distance to the meeting room.
As Ms. Li’s condition kept worsening, and the prison eventually released her on parole on August 23, 2024. She died four months later.
Case 4. Tortured to Serious Condition After Four Months in Prison, 63-Year-Old Woman Dies Two Weeks After Medical Parole Release
Ms. Lin Jianping, of Qixia City, Shandong Province, was arrested in March 2023, and sentenced to three years. She was taken back into custody in mid-October 2024 to serve time. She was tortured while in custody and released on medical parole on January 30, 2025. She died on February 13, 2025. She was 63 years old.
Case 1. Rizhao City: Same Court Sentences 21 in One Day
On March 3, 2023, the Rizhao City Police Department and the Domestic Security Division launched the “303 Special Project.” About 50 practitioners were arrested on May 12 and 13 as part of the operation, and most were later sentenced to prison. In particular, 21 practitioners, including Ms. Hong Meishuang, Ms. Guo Xin, and Mr. Jiang Haibo, were tried by the Wulian County Court on December 4-6. They were sentenced to between one and five and a half years on December 25.
Case 2. Former Assistant Principal Faints From Freezing Torture While Serving Third Prison Term
Mr. Liu Jinguo, a 49-year-old man in Linyi City, Shandong Province, was arrested in November 2023 and later sentenced to four years. He was admitted to the Shandong Province Prison in July 2024. Between September and October 2024, he was forced to get up at 6 a.m. and not allowed to go to bed until 1:30 a.m.
On January 17, 2025, in the coldest time of winter, the guards stripped Mr. Liu naked, gave him a thin bed sheet to cover himself, then opened the window to freeze him, just because he refused to wear the inmates’ uniform. The inmate who was assigned to monitor him was shivering even while wearing a heavy jacket. After an entire day of freezing, Mr. Liu lost consciousness and was taken to the hospital.
Because he refused to renounce Falun Gong after the onset of the persecution, Mr. Liu was barred from teaching or receiving any promotion or awards. He was fired from his job in 2017. Prior to his latest term, Mr. Liu received two more sentences, including a three-year term given in 2016 and another one-year term given in 2022.
While serving his first two prison terms, Mr. Liu was subjected to torture, including long hours of forced standing, or sitting facing a wall, being subjected to high volume noise, being restrained to a chair with a restraining belt for three days, and forced-feeding. He lost consciousness several times and suffered memory loss as a result.
Case 3. 76-Year-old Widow Sentenced to 3.5 Years Based on Fabricated Evidence
Ms. Yu Caiyun, a 76-year-old widow in Yantai City, Shandong Province, was sentenced to 3.5 years with a 15,000-yuan fine in November 2023. The police fabricated witness accounts as “evidence” to frame her.
Ms. Yu was arrested on July 20, 2023, for talking to people about Falun Gong at a fair. She was tried by the Mouping District Court on October 30, 2023. After the hearing, she visited the two prosecution witnesses mentioned at her trial: Fang Yujing (who lives in Lijia Village) and Qu Xiaoguang (a native of Shangpan Village who does odd jobs out of town from time to time). The police alleged that they had both reported her for distributing Falun Gong informational materials. Fang and Qu firmly denied ever having reported her or been asked to sign anything against her. She realized that the police had fabricated evidence against her.
A government employee delivered Ms. Yu’s verdict to her home on November 27, 2023. The court issued its ruling without holding another hearing even though one of its clerks acknowledged the lack of evidence.
The verdict included two additional prosecution witnesses, Kong Qingming and Xue Qianhui. It also repeated some information in the indictment, including what items were confiscated from Ms. Yu’s home on May 11 and July 20. However, the number of confiscated items differed from what was stated in the indictment. Also, a new name, Xu Jianshan, appeared in the verdict. Xu was said to have witnessed both police raids.
The identities of the three new “witnesses”—Kong, Xue, and Xu—were not indicated in the verdict.
Case 4. Laizhou City: Seven Practitioners Sentenced to Up to Eight Years
Seven practitioners in Laizhou City, Shandong Province were sentenced to prison by the Laizhou City Court on May 20, 2024. Mr. Lin Hongjie was sentenced to eight years and fined 40,000 yuan. Mr. Xie Qingcai received five years and was fined 20,000 yuan. Ms. Teng Qinghua, Ms. Fang Ruiqin, and Mr. Gao Rijun were each given three years and fined 10,000 yuan. Ms. Feng Guoping was sentenced to three years with four years probation, and fined 10,000 yuan. Ms. Pan Zhaohua was given one and a half years and fined 5,000 yuan.
The practitioners were arrested in May 2023 and indicted by the Laizhou City Procuratorate in November 2023. They appeared in the Laizhou City Court on November 29, 2023, and May 15, 2024, before being sentenced.
Case 5. Yuncheng County: Eight Locals Sentenced to From One to Seven Years
Eight residents of Yuncheng County, Shandong Province were arrested on July 10, 2024, while studying Falun Gong teachings together. They were later indicted by the Yuncheng County Primary Procuratorate and convicted by the Yuncheng County Primary Court in December 2024.
Ms. Cui Jun, 57 and a former hardware company employee, was sentenced to seven years and fined 20,000 yuan.Ms. Chen Chengge, 60, was sentenced six years with an unknown court fine.Mr. Zhu Lingdian, a 72-year-old farmer, and Ms. Jia Suqin, 71 and also a farmer, were both sentenced to four years with 10,000-yuan fines.Ms. Xia Ruiying, 75 and a retired employee of the Yuncheng Production Materials Company, and Ms. Hou Yuchun, 79 and a farmer, each received three and a half years and 10,000-yuan fines.Ms. Fan Airong, 68 and a retired employee of the Yuncheng County Cotton Textile Factory, was sentenced to one year and fined 5,000 yuan.Ms. Chen Fengjuan, 54 and a retired employee of the Urban Construction Bureau, was given one year and an unknown court fine.
Case 6. Blind Man, 82, and His Wife, 85, Imprisoned for Practicing Falun Gong
Mr. Wei Jiuxiang, 82, and his wife Ms. Zhang Yanmiao, 85, of Mengyin County, Shandong Province, were arrested on August 26, 2022. Mr. Wei, who became blind and incapacitated a few years before he was arrested, and his wife were both sentenced to four years in 2024. They were not immediately ordered to serve time, but the police seized Mr. Wei at home around May 20, 2025, and Ms. Zhang on May 26. Ms. Zhang is currently being held at the Shandong Province Women’s Prison and Mr. Wei is at the Shandong Province Prison, both located in the capital city, Jinan.
Case 7. Four Elderly Falun Gong Practitioners in Jiuzhai Township, Shandong Province Sent to Prison on the Same Day
Four residents in Jiuzhai Township, Mengyin County, Shandong Province were admitted to prison on March 26, 2025.
Mr. Yang Yudong, 84, was sentenced to four years in 2025.
Mr. Ma Fumin, 77, Mr. Wang Zaigong, 83, and Zhao Shenglian, 76 and whose gender is unknown, were all indicted by the Yinan County Procuratorate on April 1, 2024, and convicted by the Yinan County Court on June 27, 2024.
Mr. Ma was sentenced to two years and fined 20,000 yuan. Mr. Wang was sentenced to three years with five years of probation and a 30,000-yuan fine. Zhao was sentenced to three years with four years of probation and fined 20,000 yuan.
