(Clearwisdom.net) Ms. Xue Chaohui, a physician in the Quanzhou City People's Hospital, Fujian Province, was sentenced, for a third time, to forced labor in December 2005, because of her steadfast belief in Truthfulness-Compassion-Forbearance. Her sentence was over in December 2008, but she is still being held and persecuted, with all sorts of excuses, in the Fujian Provincial Women's Forced Labor Camp. During the past year her foot became infected and festered until it was so painful that she could not sleep. For the past few years, she has been held in solitary confinement.
Ms. Xue began Falun Dafa cultivation practice in 1996, and she strictly followed the principles of Truthfulness-Compassion-Forbearance. She worked hard, was very responsible, and got along well with her colleagues. She treated her patients well and never accepted extra cash from them.
On December 5, 2005, officers from Licheng District Police Department in Quanzhou City ransacked Ms. Xue's house, arrested her, and confiscated her computer and other belongings. The 610 Office personnel arbitrarily decided to send her to the forced labor camp for three years, even though they could not produce any "evidence." The "forced labor judgment document" stated, "On July 15-16, 2005, taking advantage of opportunities in her job, she openly talked about Falun Gong to a dozen or so interns at the hospital. At her residence and office, the police found two Falun Gong books and three fliers [which was completely fabricated], a computer that stored Falun Gong information, a printer, and an MP3 player."
Ms. Xue did ask for a hearing because of the judgment, which was geared purely to persecute her, and also appealed to the Licheng District Court in Quanzhou City. The court however, upheld the original judgment. She then appealed to a higher court in Quanzhou City, which would not hear the case and declared that it was outside of the scope of its jurisdiction. It is stated clearly, however, on the forced labor judgment document, "One can appeal to a higher court within three months of the judgment." The Justice Department in the provincial police bureau in its reply to the hearing request also stated, "To challenge this decision, one can submit appeal documents to us, together with a copy for each of the opponent parties in the case, within 15 days of receiving this decision, to appeal to the Quanzhou City Higher Court."
Organizations and individuals that participated in this incident include: Chief of the Quanzhou City People's Hospital Lin Yongan; Security Department Manager Jin Tiansi; Medical Department staff member Ye Hong; interns from Quanzhou Medical School of Technology, Guo Pingyao, Chen Xiubao, Chen Jianyu, Ye Lingling, Lu Yijian, Wei Wumou, Liu Shaoxiong, and Haung Yingyin. Also, policemen Deng Xiaobin, Liu Huibin, and Wang Siyu; Quanzhou City Police Department; Quanzhou City Forced Labor Administration Directory and its agents Zheng Mingtuan and Lin Yousong; Fujian Provincial Forced Labor Administration Directory; Fujian Zhongcheng Provincial Justice Examination Center; Li Lianquan, Zhang Xiao, and Liang Zhiqian of the Licheng District Court; Zhang Guomin, Sun Zhijian, and Dong Lizhu of the Quanzhou Middle Court; and the Quanzhou District Attorney's Office.
Ms. Xue was transferred to the Fujian Women's Forced Labor Camp in late 2005. Camp personnel tortured her and held her in solitary confinement for a prolonged period of time. They had other inmates watch her every movement and prevent her from talking to anyone. Inmates are usually allowed to see their relatives once a month, but Ms. Xue was denied this basic right. In the three years that she was jailed her elderly parents were able to see her only once or twice, by asking for favors from their friends. On December 5, 2008, her term was over, but the police found other excuses to extend her detention, and have continued persecuting her.
It is known that Warden Jiang, Wu Pinyu, Huang Xiaoyan, Xiao Honying, Zhou Rong, Xue Yunping, Chu Xinxin, Lin Ling, Zheng Long, Chen Xiaodong, Chen Lizheng, Li Yu, and Huang Min all participate in persecuting practitioners in the Fujian Forced Labor Camp.
