Case Description:
Mr. Li Zhongyue, 53, was from Linyuan Village, Guyuan County, Hebei Province. In May 2001, he was jailed in the county detention center and tortured by police with electric batons. He was jailed there for six months and extorted out of 3000 yuan. He was released in December 2001, after which he was harassed by local police officers many times. This caused serious mental trauma, which resulted in his death on July 31, 2002.
