Falun Gong practitioner Mr. Lu Guanglin was arrested by ten or so Fushun City police officers on March 15, 2005, and was illegally sentenced to 13 years in prison. He was transferred from Yingkou Prison to Panjin City Prison in December 2007.


On April 1, 2008, and, again, on April 3, group leader Zhang Guolin of ward No.1 was charge of a group of prison guards that tortured Mr. Lu and 12 other practitioners. Zhang Guolin and five group leaders asked each practitioner, "Are you going to work or not?" If the practitioner said, "No," they handcuffed the practitioner's hands behind his back, pushed him down, and stepped on him. Fitted with two electric batons each, the guards then brutally shocked the practitioner all over his body, especially on sensitive areas.


Towards the end of February 2009, Mr. Lu went on a hunger strike to resist the persecution. He was taken to the prison's hospital ward and force-fed a concentrated saline solution. Nurse Liu Bing poured a thermos of scalding water on Mr. Lu, which resulted in multiple burns, three of which were extensive. Also, in the dead of winter, they poured cold water on Mr. Liu, opened the window and doors, and dragged him on the floor. Several of Mr. Lu's teeth were knocked out. Over the duration of such torture, Mr. Lu was in critical condition three times, until he finally passed away in Panjin Hospital No. 2.


To shirk their responsibilities, the prison's hospital ward group leader, Dr. Gao, and secretary Zhang instructed three separate prisons to take the blame for the three areas of extended burns. To further mislead, they reported, "In an attempt to elevate Lu Ganglin's body temperature, while being cared for he was unintentionally burned."
