In July 2000, the police arrested him in Hubei Province as he was traveling to Beijing and detained him in the Xingzi Detention Center. During detention the police ordered seven inmates to take turns beating him. After his release, he vomited a lot of blood and his health took a turn for the worse.

In 2001, Mr. Li was arrested in Tiananmen Square for appealing for Falun Gong. After being released, he could not go home for fear of further persecution. He was homeless for over three months and his health worsened. The 610 Office of Xingzi County ransacked his home several times and fined his family. The county's Department of Education ordered the elementary school to fire him, increasing his mental and physical suffering. Mr. Li died on March 14, 2005.
