The Shi family lives in Taoqu Town, Mengyin County, Shandong Province. In this neighborhood, it is a well-known fact that the daughter of Shi Zengshan had congenital heart disease and died from it. However, in order to please their superiors by obtaining evidence with which to smear Falun Gong, the county's Department of Propaganda compiled a report falsely claiming that the daughter was a Falun Gong practitioner whose death resulted from her refusal to take medication and shots. The Department wanted the father to read the report on TV. Mr. Shi refused because he was not willing to lie, so the township government hired some thugs to physically torture Shi for three nights in a row. Finally, Shi was unable to bear the abuse, and did what the Department of Propaganda asked him to do.
