On February 21, 2000, a Falun Gong practitioner, Ms. Chen Zixiu, over fifty-years-old, of Weifang in Shandong province was cruelly beaten to death by Jiang Zemin's local henchmen because she would not give up her faith.In order to expose this brutal occurrence, Mr. Ian Johnson wrote an article that was printed on the Wall Street Journal entitled "Practicing Falun Gong was a Right, Ms. Chen Said, Up to her Last Day."Chen Zixiu's daughter, Zhang Xueling, sought legal recourse to reveal the abuse, but instead, the thugs who had tortured her mother to death turned around and arrested and punished Ms. Zhang on "fabricated charges."In order to avoid further abuse, Ms. Zhang has been forced to leave her hometown and is now in exile.

After Chen Zixiu had been so flagrantly beaten to death by the neighborhood watch people (unofficial police force), her daughter Zhang Xueling wanted to clear up the false charges against her mother and made a plea to all kindhearted people in the world.In order to cover up their criminal actions, the local government and Public Security Bureau blocked information, hid the evidence, and used intimidation against Chen Zixiu's family.They also restricted their personal freedoms and treated Zhang Xueling's actions to bring justice to her mother as "suspicion of collaborating with the enemy," "damaging the nation's image," and so on.They also kept her in detention.The facts are as follows:

On the afternoon of April 3, the Public Security department summoned Zhang Xueling for questioning, and the reason was for "suspicion of collaborating with the enemy."During the interrogation, the municipal Public Security Bureau's chief Mr. Lee told Zhang Xueling that her actions had already objectively constituted damage to the country's image, that one has to bear legal responsibility even when slandering one person, let alone when damaging the nation's image.The interrogation lasted 48 hours.

On the evening of April 5, after Zhang Xueling went home, she was kept under close surveillance by the local neighborhood watch and police station 24 hours a day.Even when she went to the bathroom to bathe or went out to buy bread, there was always someone closely following her.

On April 11, Zhang Xueling was summoned again.The questioning was much as it had been on April 3.This time, she was locked for 15 hours with a young man in a small room that was less than four square meters (10 ft) with three walls and one side that was an iron door.

At 10 am on April 17, public security officers forcibly took Zhang Xueling from her home.The officers were afraid that she would contact media during the kite festival and reveal the truth.Thus, they detained her for 15 days on charges of disturbing public order.

At a time when Jiang Zemin and his lackeys are recklessly and illegally persecuting Falun Gong, we are again sending out Ms. Zhang Xueling's letter of appeal in the hopes that the people of justice and goodwill in the international community will lend a helping hand.We hope they can help Ms. Zhang Xueling clear the false charges against Ms. Chen Zixiu through legal procedures overseas to bring justice to bear on her murderers.
