To the kind-hearted officers and leaders, all Qiqiha'er citizens, and people of the world,

The government's erroneous decision against Falun Gong has led to a brutal persecution of all Falun Gong practitioners. You have all witnessed the torture and other crimes perpetrated against them. This organized and premeditated human tragedy was planned solely by vicious Jiang Zemin and a few of his power-hungry followers. About two hundred Falun Gong practitioners are being detained in Qiqiha'er city's Shuanghe female labor camp. Each practitioner at this facility was assigned to one small cell and overseen by their criminal cellmates. The labor camp has agreed to reduce criminals' sentence periods if they can make practitioners promise in writing not to practice Falun Gong anymore. Their sentences will be further reduced if they can make practitioners give up their beliefs. On the contrary, if practitioners are found practicing in the cells, the inmates' sentences will be increased. The labor camp has thus broken the law and encouraged criminals to commit serious crimes. Under such severe conditions, these benevolent practitioners have never fought back or so much as argued with either the criminals or the officers. They have suffered enormously from persecution and inhuman methods of torture.

Cao Weiqiang, a woman nearly sixty years old, was arrested and put into a small cell. Everyday, the criminals in her cell would beat and verbally abuse her in an attempt to have their sentences reduced. The criminals also forced her to write letters saying she would give up her practice. One time, when she was practicing, the labor camp's superintendent beat her with a stun gun. The beating could be heard even in the distant cells. After beating her, the superintendent twisted her arms behind her back, cuffed them, tied the handcuffs to a support beam in the cell, pushed her head to the ground, and sealed her mouth with insulation tape. Such physical abuse applied to her again and again, and always lasted more than ten hours. The superintendent would also claim: "What's the big deal of beating you! I would have no troubles even if you were beaten to death. We were told to do so by old man Jiang [Zemin]. You won't win no matter where you go trying to accuse me!"

Lei Hongwei, a practitioner in her mid-thirties, was cuffed and chained for eighteen days and seventeen nights because she was caught practicing. For three days and nights, she was not allowed to close her eyes. She was beaten brutally if she closed her eyes at all. Facing such inhumane torture, she went on a hunger strike to protect her human rights. The superintendents started force-feeding her. Chief officer Hong beat her brutally and said, "There are so many ways to deal with you. Even if you are tortured to death, it's only like killing a chicken to us. We can just casually fill out a form and report it to the higher authority. Absolutely nothing would happen. What we are doing is an order from President Jiang [Zemin]. It would be useless if you tried to accuse me."

Jiang Meili, a woman nearly sixty years old, was also brutally beaten by the superintendent and convicts when practicing. After getting tired from beating her, they tied her hands and gagged her. They then forced her to maintain a position in which she could not stand straight or sit down. She was in that position for one day and one night. When she was finally untied, both of her hands had lost all feeling, and remained so for three months; her hands are still numb now. Also because of practicing, after being brutally abused, she started a hunger strike to call for righteousness. The labor camp asked the newly formed team to force-feed her and purposely break her nose and the roof of her mouth while forcing the tubes down her throat, causing bleeding all over her face and neck. The labor camp thought of every possible way to torment her.

Chen Beijun was cuffed because of practicing. They shackled her hands behind her back and tied the chains to the metal hooks on the ground. Then they stripped her, leaving only her bra and underwear. They opened all the windows and doors to let the mosquitoes come in and bite her. No one knows how her situation is now.

Yao Yuming was also beaten because she practiced in her cell. The convicts pulled her hair and beat her entire body. After the convicts got tired of beating her, they tied her to the door in chains. The chief officer and supervisors of the labor camp looked at it and thought that was not tight enough. They reprimanded the convicts for not doing a good job. They re-cuffed her and showed the convicts how to shackle her tighter the next time. Even Dong Xiouqin, a woman over sixty years old, was cuffed, chained and brutally beaten. And Men Fanguang, and many, many other practitioners, were treated the same way. The labor camp used every possible method to physically punish, mentally torture and verbally abuse the practitioners. Every practitioner who was sent to the camp was treated this way; none of them could avoid the torture.

Kind-hearted officers and leaders, all Qiqiha'er citizens, and people of the world, these women are living at the edge of death everyday. They face life-threatening dangers every moment. Please help them! Please do not let the evil continue in this way. Please do not be fooled by Jiang Zemin anymore. Please wake up!
