An American Appealing to Members of the Police Force in China

An Open Letter

To Each Individual Who Is Considered The People's Police,

This letter is addressed to you, the loyal officers of the People's Police. You first put on the uniform of your office, proud of your role - serving the people of your proud nation. I personally am certain of this. But now, the people are crying out, feeling betrayed by those assigned to protect them.

We in Falun Dafa know it is because of only a few wicked people with different motives that cause so much disruption. Nonetheless, it is not they who beat the old women, injure the young pregnant mothers, electrocute, shackle, beat, torture, burn, mutilate, cripple and humiliate innocent and noble people! Who is doing it? I know some people are very dedicated to their jobs. That is a good thing and practitioners of Falun Dafa endorse it. But my friends, why are you on earth? You have your job, but are you first of all a policeman? Or are you first of all a human being? Your sweet mother gave birth to you and smiled, holding you in her arms. Did she say "I have a beautiful child" or did she say "what an efficient officer I have given birth to?" Are you too lost to remember that she gave birth to a human being, not to a policeman? I know you have your orders and duty, but where does your duty lie? Your mother should be proud that you are a policeman. A policeman has a noble duty to the citizens and to the community. Ask yourself, have the actions of the Peoples Police towards Falun Gong practitioners been noble? An immoral order may be issued, but a noble person will refuse to torture innocent beings, for deep inside humanity knows there is a higher standard. I am not addressing the Central Committee and I have no interest in the Central Committee, although they of course may wake up and change their heart. It is the individual officer on the street, in the prison and in the work camps I wish to speak to. It is your heart I address. You say you are only part of a machine, you have no choice. But that is only an excuse and an illusion. You may hide behind it, but does your heart really see the truth? Why are you on this earth? To have become part of a machine? Become truthful at the least with yourself; deep inside your heart you actually know what is happening.

When electrocuting a person you know perfectly well is no criminal, do you ever ask "Is this why I became a policeman?" I think for most policemen in China, this is the exact opposite of the reasons that they became policemen. There is a pride in upholding justice and doing good work for the people. By persecuting innocence, by stripping the rights away from quiet, unthreatening citizens, who breaks the law? Have you seen the rights that are naturally given to every Chinese citizen actively denied to the practitioners of Falun Gong? What is the reason? My friends, I am asking: is there a part of your heart left that is still a human being? If there is any part left, then you still have a choice and a chance. You can still perform nobly. If your heart is already gone, you may continue to persecute at will, but your fate is sealed - your mother and that precious infant are betrayed. As you beat and torture helpless people, you will give away the last of your humanity and pave the way to your doom. Becoming heartless, you have followed your orders and will have destroyed yourself. Perhaps you can confidently report to your superiors, but this is not your final judgment. Is there nothing after death? I pray for your mother's heart to be comforted somehow. Whatever acts you perform, you are playing a role in this universe. But I am pleading, calling on men and women of good conscience as human beings upon this earth to choose for themselves if the role they play will be noble or wicked. I know that not every member of the police force in China deserves to be vilified. How could that be! We have read the open-hearted reports of those abused practitioners of Falun Gong, telling us how they were moved by simple acts of kindness by certain policemen. I know the practitioners have touched your hearts as well. Some of you have taken a risk to lessen their burden or allow them to do the some of the exercises or recite their lessons. You have seen the unfairness of the administration for yourselves. This is why I call out to you I know that many of you are good people being led to do terrible things. Have you questioned in your mind, "Why is it we are ordered and rewarded to torture these people?" Who told you that they are open targets and that "no measure is too excessive? Your hearts know these people have committed no crimes at all, and are having crimes committed against them by the very leaders who should be stepping up to protect them! Haven't you seen crimes committed against these noble citizens of China? They love their country they have not turned against you. They have proven it already. To show their love for mother country, they are allowing their blood to be shed and their very lives to be spent. Is there nothing inside of you that cries out? Is there nothing in your soul that can recognize what is right and what is wrong? Do you benefit from this, or do you tear yourself apart?

Perhaps you are too young to remember the experiences of the Cultural Revolution. But your parents know. Ask them. Where is the evil in society? Is it in the quiet, smiling people that are forbearing the most miserable mistreatments?

You have your beautiful uniform. You have your admirable hats. But what must be beautiful and admirable in the end is the heart living within your chest. Is there nothing after death? Were you born to be a policeman or a human being? Even a policeman would not do these things, but would know where the real crime lies. Who is really threatening your nation? Who is really violating your law? Please, choose to be a human even if it means you step away from your job. Those practitioners having done nothing wrong have been made to step away from their professions, their education, their party membership, their homes, their families and their lives. Will you destroy yourself in the name of your job? Is torturing people the work you asked for? Is this the meaning of your uniform? "If you have a problem, go to the Police". Who will go to the police? Who will call 110 if they think they might be brutalized more by the Police than by the criminal? When everyone sees what happens to the serene practitioners of Falun Gong, doubt is placed in everyone's hearts. Aren't you yourself destroying the work and reputation of the People's Police? Aren't you destroying trust?

Ever since I was a child, I held a great admiration for China. I respected and looked up to her history, her long-living wisdom and her understanding of those things righteous and noble in the world. When good things are cherished, nations prosper. What is it that is being destroyed right now? What have you done?

United Nations Universal Declaration Of Human Rights

The police and Government of China have violated the following Articles:

Article 1. - All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.

Article 2.- Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, color, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.

Article 3.- Everyone has the right to life, liberty and security of person.

Article 4.- No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.

Article 5.- No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.

Article 7.- All are equal before the law and are entitled without any discrimination to equal protection of the law. All are entitled to equal protection against any discrimination in violation of this Declaration and against any incitement to such discrimination.

Article 8.- Everyone has the right to an effective remedy by the competent national tribunals for acts violating the fundamental rights granted him by the constitution or by law.

Article 9.- No one shall be subjected to arbitrary arrest, detention or exile.

Article 10. - Everyone is entitled in full equality to a fair and public hearing by an independent and impartial tribunal, in the determination of his rights and obligations and of any criminal charge against him.

Article 11. - (1) Everyone charged with a penal offence has the right to be presumed innocent until proved guilty according to law in a public trial at which he has had all the guarantees necessary for his defence.

(2) No one shall be held guilty of any penal offence on account of any act or omission which did not constitute a penal offence, under national or international law, at the time when it was committed Nor shall a heavier penalty be imposed than the one that was applicable at the time the penal offence was committed.

Article 12.- No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honour and reputation Everyone has the right to the protection of the law against such interference or attacks.

Article 17.- (2) No one shall be arbitrarily deprived of his property.

Article 18.- Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, either alone or in community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance.

Article 19.- Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.

Article 20.- (1) Everyone has the right to freedom of peaceful assembly and association.

Article 21.- (2) Everyone has the right to equal access to public service in his country.

Article 22.- Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality.

Article 23.- (1) Everyone has the right to work, to free choice of employment, to just and favourable conditions of work and to protection against unemployment.

Article 26.- (1) Everyone has the right to education...higher education shall be equally accessible to all on the basis of merit.

Article 28.- Everyone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realized.

Article 29.- (1) Everyone has duties to the community in which alone the free and full development of his personality is possible.

(2) In the exercise of his rights and freedoms, everyone shall be subject only to such limitations as are determined by law solely for the purpose of securing due recognition and respect for the rights and freedoms of others and of meeting the just requirements of morality, public order and the general welfare in a democratic society.

Article 30.- Nothing in this Declaration may be interpreted as implying for any State, group or person any right to engage in any activity or to perform any act aimed at the destruction of any of the rights and freedoms set forth herein.
