(Clearwisdom.net) Since July 20,1999, a group in Luquan City, Hebei Province, consisting of authorities from the local "610 Office" [an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems], the Public Security Bureau, and the Detention Center, has been aiding Jiang's regime in illegally detaining and torturing Dafa practitioners. Some common methods that they employ to persecute Falun Gong practitioners are explained below:
1. Fines and extortion: Every practitioner who was arrested was also extorted between 700 and 10,000 yuan [500 yuan is the average monthly income for an urban worker in China.] in the form of fines.
2. At every police station:
a). Practitioners being starved: Over a period of six days, each day four practitioners shared a single bun topped with a slice of pickled vegetable 1.5 inches long.
b). Practitioners handcuffed to trees: Practitioners have been handcuffed with their backs to the trees, their hands behind their back and pulled backwards around the tree, handcuffed together. This has often lasted as long as 8 hours, resulting in their arms being black and blue, and their handcuffs were so tight that they cut into their flesh.
c). Practitioners tortured by being forced to sit on "Iron Chairs": "Iron Chairs" are made of reinforced steel rods the size of one's pinkie. A steel plate was fixed in front of the practitioners' abdomens, so that whoever sits on the chair can't move, and their feet can't touch the ground. After sitting this way for a while, one's arms begin to hurt, one's legs become swollen, making it almost impossible to walk. The situation can be extremely serious, leading to a permanent disability.
3. At the Detention Center:
a). Exposing practitioners to freezing temperatures in the cold weather: Water is poured onto a cold floor, which then freezes. Falun Gong practitioners are forced to walk on top of the ice with bare feet, or stand in the snow with bare feet. Once, 7 to 8 practitioners became so cold that they lost consciousness from hypothermia.
b). Practitioners forced to run with foot shackles: Practitioners are forced to run with shackles around their feet, which causes the skin on their ankles to chafe, bleed and become subject to serious infection.
c). Practitioners detained in an "Iron Cage": In this torture method, a practitioner is put into a small cage in which they can neither stand nor squat comfortably. There are electrified wires around the cage, which cause electric shock if they are touched. Dafa practitioner Wang Jianhui was detained in an Iron Cage for more than one month.
We are collecting and carefully documenting all of the police's criminal deeds against practitioners in Luquan City and the perpetrators' names. The public will be made aware of their vicious deeds.
