Gansu Province Domestic Security Agents Target Minghui Correspondents for Persecution

(Minghui.org) The Minghui website has been committed to reporting the facts about the persecution of Falun Gong practitioners by the Chinese Communist Party (CCP). Minghui correspondents in mainland China make great efforts, at the risk of their lives, in order to expose the CCP's evil deeds to the world. Through the voluntary contribution of these correspondents, they exercise their constitutional right to speak, but also to maintain the public's right to know the truth.

Since the CCP does not only persecute Falun Gong practitioners, but also other groups and individuals in mainland China, these Minghui correspondents' efforts not only safeguard the rights of Falun Gong practitioners, but also the safety of all people in China.

The CCP is afraid that their crimes will be exposed on the Minghui website, therefore, they instigated domestic security agents to arrest Minghui correspondents. This so-called "domestic security" is not safeguarding national security, but preserves the one-party tyranny of the CCP.

In May 2013, officials of the Domestic Security Department planned a province-wide raid targeting Minghui correspondents. Based on the number of articles on Minghui that expose the persecution, these agents have a goal to find a certain number of "suspects" in various regions. They carry out a provincial unified action of raiding, arresting and imprisoning these “suspects,” and cooperate with local police departments.

This Domestic Security Department was established on February 4, 1994. It is a government agency with many offices, some are located in No. 166 Xiaoyantan, Lanzhou City, Gansu Province; No. 130 Shawahe, Yantan Township, Chengguan District of Lanzhou City; No. 3566 Yantan Road, Chengguan District of Lanzhou.

Behind the office building is a family dormitory, which is a small residential building that is equipped with fitness devices and a basketball court. (CCP agents have multiple hideouts).

The primary duty of the Domestic Security Department is to reinforce the persecution, safeguarding the dictatorship, and protecting the CCP. It is the CCP's “Gestapo.”

During the peak of the persecution of Falun Gong, the security department damaged truth-clarification material production sites everywhere in Gansu, by using its surveillance equipment and privileges without limit, and mobilizing its hidden forces in all sectors of society. Their primary means in the early stage of the persecution was monitoring telephones and pagers, secretly tracking, taking photos, and waiting at computer supply sites, and long-term monitoring. In their words, this was “using a long line to catch a big fish.”

Evidence reveals that the Gansu Province Domestic Security Department is responsible for the heavy sentencing of at least 30 Falun Gong practitioners, as well as the loss of informational materials, supplies, equipment and cash, which amounted to several hundred million yuan.

Recently, this department changed its persecution methods: putting agents among Falun Gong practitioners, arranging agents who pretend to want to learn Falun Gong and slowly infiltrating the Falun Gong community. Their main persecution targets are truth-clarification material sites, project coordinators, Minghui correspondents and technical support personnel.

Currently, agents are often behind the scenes, but provide a variety of tips and information to the Gansu Provincial Public Security Department, who directly raids, arrests and persecutes practitioners.

The Domestic Security Department, Gansu Province has also colluded with China's Telecom, used Trojan remote monitoring software in order to persecute practitioners with weak security set-ups. They also arranged to put full time security agents in post offices, filtrate mail, and directly intercept letters to and from Falun Gong practitioners.

The Gansu Province Domestic Security Department has interfered significantly with Falun Gong practitioners efforts to raise awareness, and severely persecuted them. Thus, we must expose the primary personnel of this criminal organization.

Main persecutors: Shi Yunpo (石允蒲), born in 1946, from Chaoquan Town, Feicheng, Tai'an City, Shandong Province. He graduated from the Beijing Institute of Politics and Law in July 1969. He was appointed deputy director of the Gansu Provincial Police Department in 1992, director of the Gansu Province Domestic Security Department in 1999. Liu Jingyuan (刘景源), former deputy director of the Gansu Province Domestic Security Department Liu Jiyin (刘吉银), born in February 1952, from Wuwei, Gansu. He has had a tertiary education.
