(Minghui.org) July 20, 2023, marks the 24th year since the Chinese Communist Party (CCP) began to suppress Falun Gong. Falun Gong practitioners in 44 countries submitted another list of perpetrators to their respective governments, urging them to hold these individuals accountable for the persecution of Falun Gong in China. The practitioners asked their governments to bar the perpetrators and their family members from entry and to freeze their overseas assets.

Among the perpetrators listed was You Quanrong, president of the Hubei Provincial High Court.

Main Crimes

You Quanrong has served long-term leadership roles in various procuratorates and courts. Over the years, he has actively implemented the CCP’s persecution policy against Falun Gong. As a result, a large number of innocent practitioners have been arrested, sentenced, and tortured in prison.

You was appointed president of the Hubei Provincial High Court in January 2019. In the court work report, he repeatedly emphasized “severely cracking down” and “severely punishing cult organizations.” From January 2019 to March 2023, at least 139 Falun Gong practitioners from Hubei Province were sentenced.

While You was the chief prosecutor of the Hunan Provincial Procuratorate from February 2013 to January 2019, at least 135 Falun Gong practitioners in Hunan Province were sentenced. In 2018 alone, 42 practitioners were sentenced.

During You’s ten years as chief prosecutor of Hunan Provincial Procuratorate and president of Hubei Province High Court, at least 7 practitioners died while serving prison terms or shortly after they were released. They are Tang Changjun (from Hubei), Hu Hanjiao (from Hubei), Liu Jigang (from Hubei), Wang Yuelai (from Hunan), Zhu Guilin (from Hunan), Wang Shuangfeng (from Hunan) and Wang Guilin (from Hunan)

Hubei Woman, 74, Dies 66 Days After Serving 3.5 Years for Her Faith

Ms. Tang Changjun, a 74-year-old resident in Wuhan City, Hubei Province died 66 days after she finished serving three and half years in prison for upholding her faith in Falun Gong.

Ms. Tang was released from Hankou Prison on October 12, 2022. She was unable to walk, had slurred speech, and was emaciated. Even so, the local street committee (a Party official) twice harassed her at home, trying to force her to renounce her faith. She died on December 17.

Ms. Tang was arrested on April 12, 2019, for talking to people on the subway about Falun Gong. The Hanyang District Court held a virtual hearing of her case on September 10, 2020, and sentenced her to 3.5 years and fined her 2,000 yuan on November 9, 2020. Her loved ones and lawyers tried several times but the prison never approved their requests to visit her during her term.

Hubei Man Dies Two Weeks After Being Imprisoned

Mr. Liu Jigang, a Wuxue City, Hubei Province resident, died two weeks after he was imprisoned for his faith in Falun Gong. Mr. Liu, 68, was arrested at home on July 19, 2019. He was held in Wuxue City Detention Center before being transferred to Fanjiatai Prison on August 26, 2020, to serve a 2.5-year term.

On September 13, 2020, the prison authorities informed Mr. Liu’s family that he had just passed away. His family rushed to the prison. The authorities only said that Mr. Liu died from breathing difficulties without providing any other information. They gave the family 10,000 yuan in compensation.

65-Year-Old Woman Paralyzed After 4 Years of Imprisonment, Dies 16 Months Later

Ms. Huang Qiuzhen, of Xianning City, Hubei Province, died on July 12, 2023, sixteen months after she finished serving four years for her faith in Falun Gong. She was 65.

Ms. Huang, a retiree from the Xianning City Cigarette Factory in Hubei Province, was arrested on March 4, 2018, when she was distributing Falun Gong informational materials. While she escaped from police custody that day, she was seized at her home ten days later and taken to the Xian’an District Detention Center. She was sentenced to four years by the Xian’an District Court in August 2019. After her appeal was denied, she was transferred to the Hubei Province Women’s Prison on October 23, 2019.

Ms. Huang’s son was shocked to see her paralyzed when he went to the prison to pick her up in March 2022 after her term had expired. She was still healthy before her prison admission, and he wondered what torture she had suffered that resulted in her paralysis.

Unable to care for her on his own, Ms. Huang’s son, an only child, sent her to a nursing home. Despite her condition, the police still went there to harass her. She died on July 12, 2023.

After 12 Years of Incarceration and Torture, Hubei Man Sentenced to Another Four Years

Mr. Liu Deyu, a retired employee from the epidemic prevention center in Jingmen City, Hubei Province, was sentenced in February 2023 to a four-year prison term for practicing Falun Gong.

Mr. Liu, 67, was arrested on July 8, 2022, while talking to people about Falun Gong on the street. The police ransacked his home and took away his Falun Gong books and other belongings. He refused to answer any questions the police asked him.

The Dongbao District Court held a virtual hearing of Mr. Liu’s case on October 28, 2022. His family wasn’t allowed to attend the session. He rejected the court-appointed lawyer and entered a not-guilty plea himself. His family recently confirmed that he has been sentenced to four years.

Prior to his latest sentencing, Mr. Liu has been incarcerated multiple times. He served one forced labor term and two prison terms, totaling 12 years. He was also forced to be displaced several times to avoid persecution, sleeping in caves, by the roadside, or under bridges.

At Least 16 Falun Gong Practitioners in Wuhan Sentenced in 2021

According to information collected by Minghui.org, at least 16 Falun Gong practitioners in Wuhan, the capital city of Hubei, were sentenced in 2021. Some of the prison terms were predetermined by the authorities and the prosecutors and judges merely went through the motion in “prosecuting” the practitioners.

The following are the practitioners’ prison sentences:

- Zhou Guoqiang was sentenced to eight years and six months and fined 30,000 yuan.- Li Jianqun was sentenced to seven and a half years.- Xu Huiming was sentenced to four years.- Xia Yuexian was sentenced to three years and seven months.- Fu Yousheng was sentenced to three years and six months.- Zhang Bo was sentenced to three years and fined 8,000 yuan.- Li Yungui was sentenced to three years.- Xiong Youyi was sentenced to two years and six months and fined 10,000 yuan.- Zhu Guangrong was sentenced to two years and six months.- Li Jun was sentenced to two years and fined 5,000 yuan.- Luo Yaxiong was sentenced to two years.- Liang Yi, Xu Jianying, and Wang Xianqiu were each sentenced to one year.- Zeng Xianmei was also sentenced to one year but was allowed to serve time outside of prison.- Yin Wenyan was sentenced to one year with a one-year probation and a 2,000-yuan fine.

Hubei Woman Subjected to Dehumanizing Torture During 6-Month Imprisonment

Ms. Wang Qiong, of Jingzhou City, Hubei Province, was arrested on June 20, 2017. She was tried by the Jiangling County Court on August 9, 2019, and sentenced to two years with a 10,000 yuan fine in October 2019.

As a result of the torture in the Hubei Province Women’s Prison, Ms. Wang, 59, lost about 35 pounds in six months. Two of her ribs were broken and she lost a tooth. Her blood pressure was high and her feet and legs were swollen. She also had difficulty breathing and developed severe liver cysts and gallstones.

Critically Ill Man Denied Medical Parole, Dies Months After Being Imprisoned for Telling People about His Faith

Mr. Wang Yuelai, of Yueyang City, Hunan Province, was in critical condition after three months of detention at Wangling Prison. Despite his family’s repeated requests for medical parole, the authorities refused to release him and ordered the guards and inmates to monitor him around the clock. His condition continued to deteriorate until doctors issued a third critical condition notice. He passed away in prison on August 31, 2018. He was 56.

Mr. Wang was arrested on January 24, 2018, while studying Falun Gong books with other practitioners. The Yueyang City Court sentenced him to three years on April 10 and fined him 5,000 yuan. He was taken to Jin City Prison in Hunan Province on May 14 and then transferred to Wangling Prison one month later, where he passed away.

Hunan Woman Dies Three Months After Prison Release

Ms. Wang Shuangfeng, a Qiyang City, Hunan Province resident, passed away three months after she was released from serving an 11-month term for practicing Falun Gong. She was 55.

For distributing informational materials about Falun Gong to raise awareness about the persecution, Ms. Wang and several other practitioners were arrested on June 22, 2015, and held at the Hengyang City Women’s Detention Center. Due to her health condition, she was soon released on bail. The Hengyang City Court scheduled a hearing of her case in late 2015, but she didn’t go.

Ms. Wang was arrested again on March 26, 2016, while putting up posters about Falun Gong. She was taken to the Hengyang City Women’s Prison two days later.

Ms. Wang was later sentenced to eleven months. She was tortured, held in solitary confinement, and injected with toxic drugs while at the Hengyang City Women’s Prison. The torture and drug administration caused severe vision problems for her. She was released ten days before the end of her term and passed away three months after her release.

Hunan Man Dies One Month After Prison Release, Family Suspects Foul Play

Mr. Wang Guilin, a Xiangtan City, Hunan Province, resident, serving seven years for his faith wasn’t released on medical parole until he was on the verge of death. The local hospitals declared him beyond care and sent him home, where he died one month later. He was 65.

Mr. Wang was arrested in January 2014 for talking to people about Falun Gong. He was later sentenced to 7 years and transferred to Wangling Prison located in Nanyou County around February 2015.

The prison guards subjected the retired worker from Xiangtan Textile Factory to various forms of abuse for refusing to renounce Falun Gong. Mr. Wang gradually lost his ability to take care of himself, but his family’s request for medical parole was repeatedly turned down.

Mr. Wang’s family got a big surprise on July 8, 2016, when several guards suddenly showed up and left Mr. Wang with them.

The family noticed that Mr. Wang was reduced to skin and bones, having lost more than half of his normal weight. He was also unable to eat or drink. They sought treatment for Mr. Wang, first at Xiangtan Central Hospital and then at Xiangtan Second Hospital. It was too late, however – both hospitals advised his family to prepare for the worst. Mr. Wang died at home on August 8, 2016.

Mr. Liu Fenggao Sentenced to Seven Years in Prison

Mr. Liu Fenggao, of Changde City, Hunan Province, was arrested on May 12, 2017. After 15 days of detention at an unknown location, he was transferred to the Dingcheng District Detention Center, where he was handcuffed, shackled, and subjected to various forms of abuse. The guards also withheld the necessities and clothing that his family delivered to him.

The Changde City Procuratorate indicted Mr. Liu in March 2018. The police many times threatened to give him heavy sentences if he refused to renounce Falun Gong. He held firm to his faith. The Changde City Court sentenced him to seven years on June 6, 2018, and he was admitted to the tenth ward of Wangling Prison on October 23, 2018.

Four Hunan Falun Gong Practitioners Given Heavy Sentences

Ms. Liu Dongxian, Ms. Fang Xingzhi, Ms. Liu Lihui, and Ms. Zeng Mingqing, of Taoyuan County, Hunan Province, were arrested in December 2016 and appeared in court on November 2, 2017. They were sentenced to Taoyuan County Women’s Prison on March 13, 2018.

Ms. Liu Dongxian and Ms. Fang were each given 9 years. Ms. Liu Lihui was given 7 years and fined 30,000 yuan. Ms. Zeng was given 5 years and fined 25,000 yuan.

Officers Wen Chenghua and Fu Zhengquan, as well as court official Xiong Jun, once threatened Ms. Liu Dongxian and Ms. Zeng with a prison sentence and heavy fine if the practitioners refused to write statements denouncing Falun Gong. The two women refused to cooperate and filed an appeal following their prison sentences. The local appeals court ruled in July 2018 to uphold their original verdicts.

Once Imprisoned for 8 Years, Carpenter Jailed Again After Secret Trial

Mr. Peng Shiqing, a carpenter in Xiangtan City, Hunan Province, was arrested on August 14, 2017. Neither his family nor his lawyer was ever informed of his court appearance. Mr. Peng himself was never given a copy of the indictment against him. He didn’t know he’d be tried on February 7, 2018, until he was brought in to face a judge in a makeshift courtroom in Xiangtan City Detention Center, where he has remained since his arrest on August 14, 2017. The judge sentenced him to nine years in Wangling Prison.

Mr. Peng filed an appeal with the Xiangtan City Intermediate Court, which ruled to uphold his original verdict. He is scheduled to finish his sentence around August 13, 2026. His father fell ill after his arrest and died in April 2019, at the age of 83. He was not allowed to see his father one last time.

This is not the first time that Mr. Peng has been targeted for his faith. Back in 2001, he was given 8 years and tortured so badly in prison that his arms were severely injured, and temporarily disabled.
