(Minghui.org) On the 25th anniversary since the Chinese Communist Party (CCP) began to suppress Falun Gong in July 1999, practitioners from 44 countries have submitted a new list of perpetrators to their respective governments, asking them to bar the perpetrators and their family members from entry and freeze their overseas assets according to the law.
Among the perpetrators listed were Yin Ling, deputy director of the Yunnan Provincial Procuratorate, and Ou Lingjun, vice president of the Kunming City Procuratorate.

Yin Ling currently serves as the deputy director of the Yunnan Provincial Procuratorate. He was president of the Xishan District Procuratorate in Kunming City, Yunnan Province from February 2017 to February 2022.

Ou Lingjun currently serves as vice president of the Kunming City Procuratorate. He was president of the Xishan District Procuratorate in Kunming City, Yunnan Province from February 2020 to January 29, 2023.
Main Crimes
Prosecutors at the Xishan District Procuratorate in Kunming City, Yunnan Province, have actively followed the CCP’s persecution policy against Falun Gong. Despite the lack of legal basis for the persecution, the prosecutors have indicted practitioners using prosecution evidence such as the practitioners’ Falun Gong books, informational materials, and personal belongings such as computers and mobile phones.
During Yin Ling’s term as president of the Xishan District Procuratorate between 2017 and February 2020, and Ou Lingjun’s term as president between February 2020 and January 2023, at least 38 Falun Gong practitioners were indicted and later sentenced to prison, a record high since the onset of the persecution.
Select Persecution Cases
Case 1: Real Estate Company Executive Dies Three Months After Serving Five Years
Mr. Wu Guangcheng, a former real estate company executive, was very weak when he was released on April 6, 2022, after serving five years in prison for practicing Falun Gong. The Kunming City, Yunnan Province resident slipped and fell on July 27 while using the restroom. He lost consciousness and died hours later. He was 63 years old.
Mr. Wu’s passing capped his two decades of suffering for upholding his faith. In addition to his latest 5-year term, he served two labor camp terms totaling 3 years, and a prison term of 6.5 years.
In addition to his own ordeal, his wife, Ms. Wang Deping, was also given two labor camp terms totaling five years, for practicing Falun Gong. Their son was traumatized by the persecution and developed a mental disorder. He is unable to work and stays at home all the time.
Case 2: Four Women Arrested for Speaking Up for Their Faith—One Dies While Awaiting Trial, Three Sentenced to Prison
Three residents of Kunming City, Yunnan Province were sentenced to prison on June 20, 2019. Ms. Yang Gongxiu, 74, was sentenced to two and a half years with a 2,000 yuan fine. Ms. Zhu Cuifen, 68, and Ms. Zhou Huifen, 61, were each sentenced to one year and two months, also with 2,000 yuan fines.
The three women were arrested along with a fourth practitioner, Ms. Xia Meishan, 55, on June 6, 2018, for putting up posters to raise awareness about the persecution against their faith. Ms. Zhu and Ms. Zhou were detained at the Kunming City Detention Center. Ms. Yang and Ms. Xia were denied admission due to their physical conditions, and released on bail.
Both Ms. Xia and Ms. Yang were summoned by the Xishan District Court on March 1, 2019, and told they were scheduled to appear in court five days later. On Ms. Xia’s way home, however, she received another call from the court saying that they had just canceled the March 6 hearing and would reschedule it for a later date.
The fear of being imprisoned left Ms. Xia in tremendous distress. Her late-stage cervical cancer that was healed by practicing Falun Gong in 2013 recurred, and she passed away on March 18, 2019, while awaiting trial.
The judge announced the verdict for the other three practitioners three months later.
Case 3: Yunnan Woman Sentenced to Seven Years for Passing Out a Calendar
Ms. Gao Huixian, a 56-year-old Kunming resident, was arrested on December 7, 2018, after being reported for giving out a calendar containing information about Falun Gong. The Xishan District Procuratorate approved her arrest on December 20, 2018. She appeared in Xishan District Court on October 22, 2019, and was sentenced to seven years on November 19, 2019.
Case 4: Yunnan Woman Sentenced to Prison
Ms. Bai Haiying was arrested at work on September 24, 2019. The police searched her bag and found eight Falun Gong booklets. While ransacking her home, they confiscated her 109 Falun Gong books and 167 booklets.
Her arrest was approved on November 1 and the police submitted her case to the Xishan District Procuratorate on December 27, 2019. The police later revealed that two women went to a local bread shop on September 4 and left a copy of the Nine Commentaries on the Communist Party there. The shop’s owner reported the women to the police, who suspected that one of them was Ms. Bai.
When prosecutor Du Qiongxian met with Ms. Bai in the detention center, she mixed a statement pleading guilty with other files and ordered Ms. Bai to sign them before reading the content.
During her first online hearing on August 14, 2020, Ms. Bai revealed how the prosecutor had deceived her into signing the statement. She said she couldn’t acknowledge the statement, and pleaded not guilty.
Prosecutor Du threatened her that she would get a heavier sentence if she pleaded not guilty. But Ms. Bai insisted that she was innocent.
The Xishan Court held two more hearings for her, on September 30 and November 21. Her lawyer and a family member entered not guilty pleas for her. They argued that Ms. Bai didn’t violate any laws by practicing her faith, and there was no legal basis for the persecution.
Judge Du Zhuxin sentenced Ms. Bai to 3.5 years with a 3,000-yuan fine.
Case 5: 69-year-old Woman Sentenced to Four Years for Her Faith
Ms. Duan Xuying, a 69-year-old retired Yunnan Concrete Factory worker, was stopped by two officers as she was grocery shopping on June 3, 2020. They took her to the Haikou Police Station. Upon finding 700 yuan in banknotes imprinted with information about Falun Gong in her bag, the police interrogated her about where she got the bills. They also ransacked her home and confiscated her Falun Gong books. The Kunming City Detention Center refused to admit her due to her high blood pressure. She was forced to pay a 1,000-yuan bail bond and released on bail.
Prosecutor Guo Yanni of the Xishan District Procuratorate indicted Ms. Duan on December 15, 2020. She appeared in the Xishan District Court on March 2, 2021. The judge sentenced her to a four-year prison term in early April 2021.
Case 6: 82-year-old Woman and 60-year-old Woman Sentenced to Prison
Ms. Gao Qiongxian, 82, and Ms. Wang Jin, 60, were arrested around October 27, 2020, by officers from the Anning City Domestic Security Office. Ms. Wang has been detained, and Ms. Gao was released on 1,000-yuan bail due to her poor health. Both were indicted by the Xishan District Procuratorate in the same month.
The Xishan District Court held two separate trials for Ms. Gao and Ms. Wang, on April 19, 2022. Ms. Gao was charged with practicing Falun Gong, distributing Falun Gong materials, and having the materials at home. As she was still in the probation period from an earlier 2017 term, the judge sentenced her to six years in prison and fined her 13,000 yuan.
Ms. Wang was also charged with distributing Falun Gong materials. The computer, printer, cellphone, and Falun Gong materials confiscated from her were all used as prosecution evidence. She was sentenced to three years with a 5,000 yuan fine.
Case 7: Blinded from Torture, Yunnan Woman Sentenced to Seven Years
Ms. Yang Xiaoming, 54, of Kunming City, Yunnan Province, had an eye disease, constant fever, and rheumatoid arthritis when she was young. She only completed elementary school. After taking up Falun Gong in 1995, by reading the books and doing the exercises, she recovered her eyesight completely and could even read the small annotations in a dictionary.
Because she refused to give up her faith after the persecution started, she was forced to have an abortion, and her husband divorced her out of fear of the communist regime’s retaliation. She was given two forced labor camp terms between 2001 and 2008, totalling 5 years. Her eyes were injured from the beatings, and she became completely blind in 2012.
Ms. Yang was arrested again on May 28, 2022. The police attempted to deceive her into opening her door by claiming to be from property management, needing to check if her pipes were leaking. When Ms. Yang refused to open the door, the police broke in and handcuffed her.
She was forced to undergo a physical exam at the hospital, during which a doctor opened her shirt and pants to examine her. He glided a scanning device over her body up and down as the male police officers watched. She was humiliated.
Although Ms. Yang was denied admission due to her poor health, and released on bail, the police still submitted her case to the procuratorate. She was taken to the court for a hearing on February 1, 2023. A judge went to her home on March 14, 2023, to deliver the verdict of a seven-year sentence with a 20,000-yuan fine.
