(Minghui.org) A man in Jinzhou City, Liaoning Province, was recently placed in solitary confinement under strict management for the third time, while serving a four-year term for his faith in Falun Gong, a spiritual discipline that has been persecuted by the Chinese communist regime since 1999.
Mr. Han Chunlong, 54, was arrested on October 2, 2023. He appeared in the Dadong District Court on February 27, 2024, and was sentenced to a four-year prison term with a 30,000-yuan fine on March 25, 2024. He was admitted to the Jinzhou Prison in August 2024 and assigned to Division 9. He has been held in solitary confinement three times since October 2024 for resisting the persecution.
First Solitary Confinement (October 13, 2024 – November 26, 2024)
Because Mr. Han didn’t swing his arms as instructed during a walk on October 13, 2024, guard director Zhang Zhiming summoned him to his office. Zhang ordered Mr. Han to squat while he talked to him. Mr. Han refused to comply, insisting that he wasn’t a criminal. In retaliation, Zhang handcuffed Mr. Han’s hands behind his back and gave him 30 days of solitary confinement. When Zhang checked one month later to see if Mr. Han would now admit he was a criminal, he still refused to budge, so Zhang extended his solitary confinement by another 15 days.
Second Solitary Confinement (July 26, 2025 – August 9, 2025)
Mr. Han refused to do forced labor as ordered. The new division head, Zhou Xu, summoned him to his office on July 26, 2025, and ordered him to squat. Mr. Han again refused. Zhou then instructed four guards, including Yang Hang and Wang Xuefeng, to hold him down on the ground and handcuff him. Mr. Han experienced sharp pain in his chest and ribs. They pushed him down several times and he almost fainted from the pain. The guards also sprayed pepper water into his face, including his eyes. After taking Mr. Han to the restroom to wash his eyes, they threw him into a solitary confinement cell. He still couldn’t open his eyes and remained lying on the ground. He skipped lunch that day. When he partially recovered, he sat up against the wall. He was held in solitary confinement for 15 days, until August 9.
Third Solitary Confinement (December 2, 2025 – Present)
The Jinzhou Prison replaced all guards and directors at Division 9 in December 2025. The new director, Gao Gexu, again gave Mr. Han one month of solitary confinement in the strict management division (Division 11), starting on December 2, 2025, with the excuse that he refused to squat in front of the guards. Mr. Han’s family was denied visitation with him when they went to the prison on December 12. It was reported that Mr. Han developed high blood pressure due to the abuses.
More About the Prison
Jinzhou City Prison is the largest prison in western Liaoning Province. It is under the administration of the Liaoning Judicial Bureau’s Prison Administration Office. The prison officials and guards have actively participated in the persecution of Falun Gong for the past 23 years. The Ministry of Justice awarded the prison the title of “Modern Civilized Prison” in 2018 and gave the prison “First-Class Merit” on July 22, 2013. Nearly 100 guards took part in the persecution. The torture methods used on practitioners included beatings, long-term standing and sitting, sleep deprivation, and solitary confinement.
At least four practitioners were confirmed to have died from torture while still held in the Jinzhou City Prison. Mr. Cui Zhilin, 43, died on August 5, 2004, while serving serving an 11-year term. Mr. Xin Minze, 33, died on September 1, 2006, while serving an 11-year term. Mr. Zhang Litan, 36, died on November 17, 2008, while serving a five-year term. Mr. Zhao Jiyuan, 71, died on July 4, 2025, while serving a 7.5-year term.
Many more practitioners have been injured or maimed in the prison, including Mr. Tian Baochang, Mr. Yin Guozhi (later passed away after being transferred to Shenyang City First Prison), Mr. Ma Wanlin, Mr. Sui Yongyan, Mr. Li Jiechun (later passed away after being transferred to Dalian Prison), Mr. Lyu Kaili, Mr. Zhang Jihong, Mr. Pan Yufeng, Mr. Deng Yulin, Mr. Li Kai, Mr. Ju Shimiao, Mr. Zhao Liang, Mr. Zhang Kunshan, Mr. Wu Chengjun, Mr. Hu Zhanting, and Mr. Zhang Chengjie.
