Guang-Dong Province's Beijing Liaison Office Tortures Falun Dafa Practitioners

Ling-Nan Building at Ling-Nan street in Beijing is the location of Guang-Dong province's liaison's office (called Guang-Office hereinafter). Thousands of Falun Dafa practitioners who appealed in Beijing from Guang-Dong province are experiencing tribulations of all kinds here.

Dozens of practitioners are illegally detained every day. They suffer all kinds of torture; their money is forcefully taken away; their human rights are not guaranteed; their personal liberties are illegally deprived....

The First Episode: Frisk and Torture

Every Falun Gong practitioner, regardless of gender, is subjected to a body search upon entering "Guang-Office". Disregarding the practitioners' personal dignity, they would cuff and kick the practitioners if there was any disobedience. At 8:00 PM on February 14, 2000, one practitioner from Gao-Zhou city who refused to take off his clothes for a body search was beaten . Finally, he took off all his clothes except his briefs. Handcuffed to the steel railing at the entrance of stairs, he was left in freezing condition for more than one hour. At the same time a practitioner from Chao-Zhou city was also beaten, handcuffed and frozen one hour because of his protecting Falun Dafa books. At 9:00 PM, Guan-Office 16 practitioners were beaten . An officer of a department of the city of Guang-Zhou city, who was a Falun Dafa practitioner, was the one suffering the most, i.e., four policemen beat him at the same time . His chest, head, and face were smashed, bleeding from his mouth and nose. . On the afternoon of February 23, 2000, in order to protect Falun Dafa books, the practitioners had a group hunger strike, again. . The policemen pulled practitioners' by their hair, hit them against the wall or the floor. After one practitioner was beaten severely, his 6-year-old daughter could not help throwing herself onto her father . The policeman pulled her away and handcuffed him at the stair entrance, and froze him for a long time in the cold weather. Finally, the handcuffs could not be unlocked due to the impact; it had to be cut off using a hacksaw...

The Second Episode: Extort and Racketeer

The practitioners who appealed in Beijing were detained in the basement for an indefinite duration. There is no sunshine all day long and no ventilation, not enough protection from the cold, and no room for stretching the legs. In the male detaining room, which is less than 8 square meters, about a dozen practitioners are crowded Staying in this room is much worse than a jail, each practitioner was forcibly fined 200 Yuan RMB for the accommodations , and there is no receipt given. Some practitioners could not afford to pay this amount of money, then a body search was made and what's left was taken away in lieu of the fee. Some practitioners had to suffer hunger after their dozens of RMB left in their pockets were striped away.

The second amount of money extorted is the so-called "car rental fee", i.e., the car rental expenses from Tian-An-Men Police Station to Guang-Office. They collect the expenses from every practitioner varying from 100 to 200 Yuan RMB by intimidation under different circumstances and fail to give any receipts, making an ill-gotten fortune in this way.

The third way money racketeered is "the bribery fund". According to a stipulation in the police department, as long as any province has more residents who appealed in Beijing, the central government will criticize that province. Since they are not able to stop the practitioners from appealing, so in order to cheat the central government, they gang up with the policemen in the Tian-An-Men Police Bureau. They redeem "the Register Form for the Appealing Practitioner" with money and gifts. No record is kept. One redeemed form means that the number of this province's practitioners who appealed, which is to be reported to the central government, is reduced one. As said among the practitioners from around the country, doing this kind of trick is not limited to Guang-Dong province alone, other provinces are all doing that. Thus, the officers in the Tian-An-Men Police Station made a fortune this way. Then who is responsible for the bribery fund? It has been shifted to the practitioners. On January 8, 2000 in the presence of two practitioners , the policemen of "Guang-Office" sent in two cartons of Red Tower Mountain cigarettes (a famous brand in China) as the bribe. They redeemed two forms. On the way back to "Guang-Office", they forcefully collected the cigarette expenses of 160 Yuan RMB from each practitioner. The same kind of extortion and racketeering is a common occurrence.

The Third Episode: Treating practitioners willfully and detaining practitioners illegally for an indefinite duration.

The practitioners' personal liberty is deprived; their family members and they are not given any written notice for the detention. They are detained for an indefinite duration, without any legal procedures followed. The duration ranged from 3 days to half a month, sometimes even longer. One practitioner from Shun-De city was detained in "Guang-Office" for as long as 23 days.

The brutal acts here in the "Guang-Office" are too numerous to record, . We appeal to the prosecution bodies of all levels, the Standing Committee of National People's Congress (NPC) and the representatives to the NPC to pay close attention to these incidences of the "Guang-Office". We appeal to international organizations of humanitarianism, human rights, anti-torture and news media to investigate and pay attention to this incidence, to reveal the truth of Falun Gong and its followers to the people in the world. We would like the world to know that in a " civilized country" like China that claims to have been "administrating the country by law", there still exists a gloomy corner without sunshine like the "Guang-Office".
